Odisha To Turn Green Hub

Bhubaneswar: Chief Minister Shri Mohan Charan Majhi has announced that the next chapter of Odisha’s industrial growth will be driven by technology, innovation, and the green economy. Speaking during an interaction with a Japanese industrial and business delegation at the Lok Seva Bhawan Convention Centre, the Chief Minister shared his vision to transform Odisha into a global green hub by leveraging advanced technological applications. Minister Industries, Shri Sampad Swain, Chief Secretary Shrimati Anu Garg graced the occasion.

Additional Chief Secretary of the Industries, Home and I&PR, Shri Hemant Sharma delivered the welcome address and focused primarily on investment opportunities in Odisha’s expanding green economy. Highlighting the state’s progress, a Memorandum of Cooperation was signed between the state government, ACME Group, and IHI Corporation. This partnership aims to facilitate large-scale investments in clean energy and other industrial projects across the state, fostering technology transfer, eco-friendly sustainable industrialization, widespread employment, and enhanced economic opportunities.

Under this collaboration, ACME and IHI intend to establish three major projects in Odisha with a combined investment of approximately 67,000 crore rupees, which is expected to generate around 7,600 jobs. The first project is a 0.4 MTPA capacity green ammonia plant in Gopalpur, involving an investment of 20,000 crore rupees and creating 3,400 jobs, alongside an additional 1,000 crore rupees for a jetty-less floating terminal infrastructure. The second is a 0.8 MTPA capacity green ammonia facility in Paradip with an investment of 34,000 crore rupees, projected to create 3,600 jobs. The third project is a 0.1 MTPA capacity green methanol plant in Paradip, requiring an investment of 12,000 crore rupees and creating 600 jobs.

Chief Minister Shri Majhi outlined the state’s vision to establish one of the largest green hydrogen ecosystems in the country. He noted that following an 11 billion dollar agreement with Middle Eastern investors, this new partnership with Japan further strengthens the state’s industrial outlook. Odisha has already approved 12 major green hydrogen and green ammonia projects, which are expected to bring in over 2 lakh crore rupees in capital investment and create more than 36,000 jobs. Furthermore, two green industrial corridors are being developed across Paradip, Kendrapara, and Gopalpur to position Odisha, traditionally known as the steel capital of India, as a global leader in green steel production.

Representatives from top international firms including ACME, IHI, and Mitsubishi attended the event. The Chief Minister extended a special invitation to IHI Corporation to establish a Japanese Green Engineering and Innovation Centre in the state, and invited Mitsubishi Corporation to invest in green chemicals and sustainable fuels. He emphasized that the state has entered its second industrial revolution since the Utkarsh Odisha initiative, approving projects worth over 10 lakh crore rupees in the past one and a half years, with plans to expand inclusive industrialization across all districts.

Praising Odisha’s proactive green energy policies, Hiroshi Ide, President and CEO of IHI Corporation, commended the state’s investment climate and the government’s forward-looking vision, describing Odisha as an excellent destination for large-scale Japanese green energy investments. Representatives from Mitsubishi Gas Chemical Company also expressed a strong interest in working together toward building a sustainable future.

Manoj Kumar Upadhyay, Chairman and Managing Director of ACME Group, described Odisha as a premier investment destination due to its highly supportive industrial environment. He noted that Odisha’s geographical positioning makes it highly favorable for exporting green energy to Japan, placing the state in a prime position to become a key energy exporter in the future.

The high-level meeting was attended by Industry, Skill Development, and Technical Education Minister Sampad Chandra Swain, Chief Secretary Anu Garg, and additional delegates from TYK Corporation, TRL Krosaki, Indo Nissin, the World Bank, the International Finance Corporation, and the Asian Development Bank. Managing Director of IPICOL Smt.Aboli Sunil Naravane concluded the session with a vote of thanks.
