Odisha Sets 2 New OISF Battalions

Bhubaneswar: Odisha Government has announced the establishment of two new Odisha Industrial Security Force (OISF) Battalions. These are designated as the 3rd and 4th OISF Battalions. This expansion will create 1944 new posts across various ranks within the OISF.

Infact Odisha Government has created around 21000 Posts in State Police Sector during last 8 months. Chief Minister Mohan Charan Majhi has been approving proposals of Department of Home in this regard.

On the direction of Chief Minister, Shri Mohan Charan Majhi, Shri Satyabrata Sahu, Additional Chief Secretary, Home has notified the order on 22 July. The State Government has sanctioned a total of 1944 new posts for the creation of the 3rd and 4th Odisha Industrial Security Force (OISF) Battalions.

These posts include 2 Commandants (Level-14), 6 Deputy Commandants (Level-13), 16 Assistant Commandants (Level-12), 24 Inspector (Armed) (Level-10), 54 Sub. Inspector (Armed) (Level-09), 126 Asst. Sub. Inspector (Armed) (Level-08), 256 Havildars (Level-07), and 1350 Constables (Level-05). Additionally, 14 ministerial staff posts are created, comprising 2 Head Clerks (Level-09), 4 Sr. Clerks (Level-07), 6 Jr. Clerks (Level-04), and 2 Sr. Stenographers (Level-09). Communication staff includes 2 Inspector (Communication) (Level-10), 4 Sub. Inspector (Communication) (Level-09), 8 ASI (Communication) (Level-08), and 52 Constable (Communication) (Level-05). Lastly, 30 armourer staff posts are created, consisting of 2 ASI/Hav. Maj. (Armourer) (Level-08), 14 Armourer Havildars (Level-07), and 14 Asst. Armourers (Level-05).

These positions will be filled through a transparent recruitment process. The process will adhere to relevant recruitment rules and the provisions of the ORV Act. Salaries will be based on the ORSP Rules, 2017 , with other allowances sanctioned by the Government. These will be effective from the date the posts are actually filled.

This recent approval builds upon the creation of the 2nd OISF Battalion , sanctioned on April 19, 2025. That initiative added 972 posts for utilization by State Government entities only.

Furthermore, various services for the new battalions will be outsourced through service provider agencies. These services include cooks, visty, sweepers, barbers, and dhobis. An indicative manpower of 136 individuals is projected for these outsourced services across both new battalions.

The expenditure for these new OISF battalions, including salaries, RCM, and other allowances applicable to Police personnel of equivalent rank, as well as pension, leave salary contribution, and other retirement benefits, will be borne by the borrowing organizations. The per-person charge will be set to cover all aforementioned entitlements and the entire establishment cost, including Headquarters costs, to avoid any additional financial burden on the State Exchequer.
