Odisha Malaysia Semiconductor Pact

Kuala Lumpur: The Government of Odisha has further solidified its status as an emerging global hub for high tech manufacturing following a strategic mission to Malaysia led by Shri Vishal Dev, Additional Chief Secretary for Energy, Electronics, and Information Technology.

This mission focused on replicating Malaysia’s mature semiconductor ecosystem, particularly in the Penang region, to accelerate the growth of the E and IT sector in Odisha.

A major milestone of the visit was the collaboration established with the Penang Skills Development Centre. The state government signed a Memorandum of Understanding aimed at skilling Odisha’s youth in specialized semiconductor technologies.

This partnership is designed to create a future ready workforce by integrating international training standards, focusing on high value skills required for the global Electronics System Design and Manufacturing value chain.

During the visit, the Odisha delegation engaged in technical discussions at Inari Amertron Berhad, where they examined advanced semiconductor production lines.

The discussions explored pathways for global collaboration, with a focus on assembly, testing, marking, and packaging. The mission also included a visit to Tessolve to discuss the technical modalities of advanced packaging, a critical component of the semiconductor lifecycle.

These international engagements complement Odisha’s existing momentum under the India Semiconductor Mission. The state has already attracted significant investments, including projects for silicon carbide semiconductor fabrication and advanced 3D glass packaging.

By positioning itself as a power surplus and fiscally stable destination, Odisha is leveraging its competitive advantage to attract global major players in the semiconductor and data center sectors.

The ongoing initiatives reflect a broader vision to transform Odisha from a resource led economy into a technology driven powerhouse. Through strategic MoUs and industrial partnerships in Malaysia, the State is building a comprehensive ecosystem that bridges the gap between academic training and industrial application, ensuring sustainable job creation and technological innovation in the region.
