Bhubaneswar: In a major bureaucratic reshuffle, Odisha Government has issued a notification on February 5, 2026, outlining numerous transfers and additional responsibilities for senior IAS officers.
Shri Deoranjan Kumar Singh, the DC-cum-ACS and Secretary to the Planning and Convergence Department, has been given the additional charge of Additional Chief Secretary for the Steel and Mines Department.
Shri Surendra Kumar, who was the ACS of the Steel and Mines Department with additional charges in General Administration and Parliamentary Affairs, is now appointed as the Additional Chief Secretary to the General Administration and Public Grievance Department. He will continue to hold the additional charge of ACS for the Parliamentary Affairs Department.
Shri Bishnupada Sethi, previously the Officer on Special Duty in the General Administration and Public Grievance Department, is appointed as the Chairman of the Odisha Forest Development Corporation and will also serve as the Chief Administrator of KBK.
Smt. Chithra Arumugam, the ACS to the Labour and ESI Department with additional charge of Science and Technology, is now also the Director General of Training Coordination at the Gopabandhu Academy of Administration.
Dr. Arabinda Kumar Padhee, the ACS to the Agriculture and Farmers’ Empowerment Department and Chief Administrator of the Shree Jagannath Temple Administration, is appointed as the ACS to the Revenue and Disaster Management Department.
He retains his role at the Shree Jagannath Temple Administration, and his appointment terminates the additional charge previously held by Shri Deoranjan Kumar Singh in the Revenue department.
Smt. Usha Padhee, the ACS to the Housing and Urban Development Department, is given the additional charge of Chairperson of the Odisha Industrial Infrastructure Development Corporation (IDCO).
Shri Suresh Kumar Vashishth, the Principal Secretary to the Fisheries and Animal Resources Development Department, is appointed as the Principal Secretary to the Social Security and Empowerment of Persons with Disabilities Department, replacing Shri R. Santhanagopalan.
Smt. Shubha Sarma is appointed as the Principal Secretary to the Water Resources Department, moving from her role as Principal Secretary to the Women and Child Development Department.
Shri NBS Rajput, the Principal Secretary to the Public Enterprises Department, is appointed as the Principal Secretary to the Commerce and Transport Department while continuing as the Chairman-cum-Managing Director of OSRTC. This appointment ends Smt. Usha Padhee’s additional charge in Commerce and Transport.
Shri Girish S.N., the Commissioner-cum-Secretary to the Panchayati Raj and Drinking Water Department, takes on the additional charge of Chairman of the Odisha Mining Corporation, replacing Shri Surendra Kumar.
Dr. Mrinalini Darswal is appointed as the Commissioner-cum-Secretary to the Women and Child Development Department, moving from her position as Special Resident Commissioner in New Delhi.
Shri Rajesh Prabhakar Patil remains the Commissioner-cum-Secretary to the Co-operation Department and continues his roles with OSWC, the Special Relief Commissioner, and OSDMA, though his additional charge as Special Secretary to the Housing and Urban Development Department is withdrawn.
Shri Balwant Singh, the Commissioner-cum-Secretary to the Tourism Department, is given the additional charge of Managing Director of the Odisha State Highway Authority.
Shri Sachin Ramchandra Jadhav is appointed as the Commissioner-cum-Secretary to the Agriculture and Farmers’ Empowerment Department and will continue as the Commissioner-cum-Secretary to the Sports and Youth Services Department.
Shri Sudhansu Mohan Samal, the Managing Director of the Odisha Mining Corporation, is assigned the additional charge of Revenue Divisional Commissioner for the Central Division, taking over from Smt. Guha Poonam Tapas Kumar.
Ms. Rashmita Panda is appointed as the Vice-Chairman of the Bhubaneswar Development Authority and will also serve as the Managing Director of Bhubaneswar Smart City Limited and Special Secretary to the Housing and Urban Development Department, replacing Shri Chanchal Rana.
Md. Sadique Alam is appointed as the Commissioner-cum-Secretary to the Public Enterprises Department and will remain the Managing Director of CRUT, taking over that specific responsibility from Shri Sanjay Kumar Biswal.
Ms. Mansi Nimbhal is appointed as the Commissioner-cum-Secretary to the Department of Mission Shakti, taking over from Shri Girish S.N..
Shri Prem Chandra Chaudhary is appointed as the Commissioner-cum-Secretary to the Fisheries and Animal Resources Development Department.
Shri Anupam Saha, the Additional Secretary to the Chief Minister, is given the additional charge of Managing Director of the Odisha Bridge and Construction Corporation.
Shri Sangram Keshari Mohapatra is assigned the additional charges of Revenue Divisional Commissioner for the Northern Division and Chairman of the Western Odisha Development Council, taking over the RDC Northern Division role from Shri Sachin Ramchandra Jadhav.
