Bhubaneswar: The Final Electoral Roll, published on September 21, 2026, stands at 3,16,32,754 electors, reflecting a net increase of 2,45,720 voters from the draft publication.
The state electorate comprises 1,61,30,319 male voters, 1,54,99,661 female voters, and 2,774 third gender voters, bringing the gender ratio to 961 females per 1,000 males. A total of 45,250 polling stations have been finalized after rationalization. The Chief Electoral Officer confirmed that the updated roll is available for public inspection online and across polling stations, while options for further claims and statutory appeals remain available.
Chief Electoral Officer Odisha Shri R S Gopalan briefed the media regarding the completion of the Special Intensive Revision (SIR) of Electoral Roll 2026 in the state. The revision exercise was executed in compliance with the instructions of the Election Commission of India, keeping July 1, 2026, as the qualifying date.
3,13,87,034 voters constituted the Draft Electoral Roll published on July 5, 2026, after receiving back 93.97% of the distributed Enumeration Forms through Booth Level Officers. This initial phase excluded 20,12,557 electors whose forms were not returned due to absence, death, relocation, duplicate records, or other factors. Among the draft entries, 3,00,88,255 electors were successfully mapped as self or progeny, while 12,98,779 entries remained unmapped and were subsequently issued notices for physical verification.
During the extensive notice phase from July 5 to September 17, 2026, Electoral Registration Officers served over 5.8 million notices, including to electors with logical discrepancies in their records. Following hearings, document verification, and the processing of 2,55,996 claims and objections, 2,90,497 new electors were added, and 44,777 entries were deleted.
