Bhubaneswar: The Government of Odisha has initiated extensive preparations to ensure the smooth execution of the Census 2027 program across the state.
In this regard, Dr. Arabinda Padhee, Additional Chief Secretary of the Revenue and Disaster Management Department, has formally communicated with departmental secretaries, heads of departments, district collectors, and municipal commissioners to outline the operational framework.
The census process will be conducted digitally in two distinct phases. The first phase, comprising house listing and housing census, is scheduled to take place over 30 days, from April 16, 2026, to May 15, 2026. Additionally, a self-enumeration facility will be available for citizens from April 1 to April 15, 2026. The second phase, focusing on actual population enumeration, will be carried out in February 2027.
To maintain administrative continuity and ensure the success of the exercise, the state government has issued a directive prohibiting the transfer of officials and staff engaged in census duties. Master trainers and field trainers will not be transferred until the completion of the project in March 2027. Furthermore, no action regarding the transfer of supervisors or enumerators can be taken without the prior approval of the respective District Chief Census Officers.
All designated officials have been instructed to complete the necessary training within the stipulated timelines. The government emphasized that all personnel must perform their duties in strict accordance with the Census Act of 1948 and the Census Rules of 1990. Following the guidelines issued by the Government of India, the state administration has called for full cooperation from all stakeholders to ensure the successful completion of Census 2027.
