New Delhi: Odisha is making a decisive push to become a major hub for the semiconductor and advanced electronics industries, showcasing its vision at SEMICONIndia 2025. The state’s efforts are backed by strategic policies and significant investment commitments.
Odisha’s Chief Minister, Mohan Charan Majhi, inaugurated the state’s pavilion at the conference, highlighting its pro-business environment and skilled talent pool. The state signed two major Memorandums of Understanding (MoUs) totaling ₹2,655 crore to attract critical projects. The first MoU, with TopTrack Hi-Tech PCB Pvt. Ltd., is for a ₹1,005 crore investment in a state-of-the-art printed circuit board (PCB) manufacturing facility. The second, with SancodeTech in partnership with global firms like Silicon Connect, Inari Amertron Berhad, and APIRC Penang, involves a ₹1,650 crore investment for an advanced electronics component manufacturing plant.

These investments are part of a broader strategy, which includes the recently launched Odisha Semiconductor Manufacturing & Fabless Policy 2025 and the Electronics Component Manufacturing (ECM) Policy 2025. These policies offer a range of incentives, including financial subsidies and support for infrastructure and talent development, aimed at establishing a comprehensive electronics manufacturing ecosystem.
Odisha’s ambition is also supported by the central government’s India Semiconductor Mission. The state has already secured approval for two key projects under this mission in Bhubaneswar’s Info Valley, with a combined investment of ₹4,009 crore. These include India’s first commercial compound semiconductor fabrication facility and an advanced 3D glass packaging unit. Furthermore, local institutions like NIT Rourkela and PMEC Berhampur have contributed to the country’s first “Made-in-India” chips, showcasing the state’s innovation and talent.
