Bhubaneswar: In a major boost to its image as a business-friendly destination, the state of Odisha has successfully implemented all 23 stipulated Ease of Doing Business (EoDB) reforms, achieving a perfect 100% compliance rate.
This achievement comes as Prime Minister Narendra Modi delivers a fresh call to all state governments to intensify competitive and cooperative federalism in attracting investment and enhancing the business climate.
Chief Minister Shri Mohan Charan Majhi announced during the Collectors’ Conference today and he appreciated the efforts of Shri Hemant Sharma, Additional Chief Secretary (ACS) Industries.
The Chief Minister acknowledged the pivotal role played by Shri Sharma and his team in driving EoDB efforts. This appreciation underscores the government’s focus on accelerating industrial development and maintaining a positive investment climate in the state.
This latest success in achieving 23 out of 23 stipulated reforms is consistent with Odisha’s consistent focus on simplifying business regulations. In previous national assessments, conducted by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Business Reforms Action Plan (BRAP), Odisha was classified as a top-performing state.
The flawless implementation by the Odisha government demonstrates its unwavering commitment to providing a hassle-free and transparent environment for investors and entrepreneurs.
This latest success in achieving 23 out of 23 stipulated reforms is consistent with Odisha’s strong track record in simplifying business regulations. In previous national assessments, conducted by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Business Reforms Action Plan (BRAP), Odisha was already classified as a top-performing state.
For instance, in the 2017-18 assessment, Odisha was ranked as an ‘Achiever,’ securing the 14th position among Indian states with a high score of 92.08%. The state has consistently been recognised for its early adoption of technology and single-window mechanisms.
Odisha was one of the first states in India to legislate a Single Window Clearance System through the Odisha Industries (Facilitation) Act 2004, which has been continually upgraded, notably with the digital platform GO-SWIFT (Government of Odisha – Single Window for Investor Facilitation and Tracking) and the GIS-based land bank portal GOiPLUS. These early, foundational reforms paved the way for the state’s current achievement of a perfect 100% completion rate for all 23 reforms.
