Bhubaneswar: In a major step toward strengthening the state’s labour administration framework, the State Labour Institute successfully organized a One-Day Capacity Building Programme on July 15, 2026. The high-level session focused on the nuances of deciding gratuity claims under the landmark Code on Social Security, 2020.

The programme was inaugurated by Sri Indramani Tripathy, the Labour Commissioner of Odisha and Director of the State Labour Institute, who attended as the Chief Guest. Known for his proactive bureaucratic leadership and deeply empathetic, pro-labour approach, Sri Tripathy set a progressive tone for the deliberations.

While addressing the gathering, Sri Tripathy emphasized the critical need for a seamless transition from the older legislative frameworks to the new Code on Social Security. He highlighted that as the administrative and judicial landscapes shift, the primary objective of the department must remain the safeguarding of workers’ rights and the timely delivery of their rightful benefits.

Sri Tripathy urged the participating officers to adopt a forward-looking mindset, ensuring that the legal technicalities of the new code are applied in a manner that serves the ultimate spirit of social security. His address underscored the government’s commitment to creating a balanced, efficient, and welfare-oriented labour ecosystem in Odisha.

The capacity-building program proved to be an invaluable platform for intensive learning and strategic planning. Active participants included Joint Labour Commissioners, Divisional Labour Commissioners, and District Labour Officers from across the state. Throughout the day, these key administrative officers engaged in detailed discussions regarding the legal intricacies, procedural shifts, and practical challenges of adjudicating gratuity claims under the updated code.

By equipping its field-level officers with updated legal insights and a clear administrative roadmap, the State Labour Institute continues to reinforce Odisha’s capacity to implement progressive labour reforms effectively, ensuring that the transition to the new codes remains smooth and worker-centric.
