Bhubaneswar: In a significant move that promises to restore the sanctity and rhythmic devotion at the historic Lord Lingaraj Temple, the Department of Law has formalized a strict timeline for the completion of the deity’s Record of Rights (RoR). This sacred documentation, which meticulously outlines the traditional duties and ritualistic privileges of the temple servitors, is now set for submission by May 2.

The directive comes through a notification issued by Principal Secretary Dr. Pabitra Mohan Samal, acting upon the orders of the Governor. For Dr. Samal, an ardent devotee whose personal mission aligns with ensuring that every pilgrim experiences a seamless and soulful darshan, this notification represents more than just an administrative deadline; it is a step toward healing the spiritual grievances of the past.

For too long, the absence of a formal RoR has been a source of discord within the hallowed walls of the 11th-century shrine. Differences in opinion among servitor groups regarding their respective roles have occasionally led to the stalling of daily rituals. To the heartbreak of thousands of devotees, there have been somber days when the Lord of the Ekamra Kshetra remained without His holy offerings, essentially fasting due to human disputes.

Recognizing that the spiritual nourishment of the faithful depends on the uninterrupted service of the Lord, Minister Law, Works & Excise, Shri Prithviraj Harichandan had previously intervened to end these uncertainties. A specialized two-member committee was established on May 8, 2025, led by retired Justice Dr. Durga Prasanna Choudhury and Professor Prafulla Kumar Mishra. Their mandate is to weave together the ancient traditions and modern requirements into a definitive guide for temple service.

While the committee has been working diligently to untangle the complexities of age-old customs, the lack of a fixed timeframe had kept the devotees in a state of anxious waiting. With the Governor’s latest intervention and Dr. Samal’s administrative oversight, the path toward a harmonious environment at the temple is now clear.

By establishing these rights by the May 2 deadline, the state aims to ensure that the bells of Lord Lingaraj Temple ring without pause and that the rituals of the Mahashivratri are performed with the dignity and consistency they deserve. This effort reflects a deep-seated commitment to the millions who flock to Bhubaneswar to catch a glimpse of the divine, ensuring that their journey of faith is never again clouded by the shadows of administrative or ritualistic delay.
