Bhubaneswar: Chief Minister Shri Mohan Charan Majhi informed the Odisha Legislative Assembly that the state reported a total of 5,451 cybercrime cases over the last 21 months (with 2,803 cybercrime cases registered in 2025 alone). Among all districts, Khurda district (including Bhubaneswar Urban Police District) led the state in the total number of registered cybercrimes.
Replying to a question asked by Senior Lawmaker Shri Kalikesh Narayan Singh Deo, Chief Minister Shri Majhi to curb cyber crime multi-pronged measures taken to strengthen police capacity, digital forensics, victim assistance, and preventive frameworks across Odisha.
To scale up enforcement against digital crimes, the government created 25 new Cyber Crime & Economic Offences (CC & EO) Police Stations in 25 districts during 2025 (including the newly created Rairangpur Police District). Out of these, 20 became fully operational on March 6, 2026, joining the 14 previously existing CC & EO police stations and the specialized Cyber Police Station under CID, Crime Branch.
The State Cyber Crime Coordination Centre (S4C), Odisha, was formally notified on August 10, 2026. It serves as a centralized institutional mechanism for inter-agency coordination, prevention, detection, and investigation of cyber offences across the state.
Seven Cyber Commandos completed six months of specialized training at elite national institutions and are currently deployed within the Cyber Crime Unit of CID, Crime Branch. They support cybercrime prevention and security, alongside assisting the Indian Cyber Crime Coordination Centre (I4C). A second batch of 20 police personnel has qualified and is awaiting training.
The state upgraded the 1930 Cyber Crime Helpline by establishing a state-of-the-art facility at the Cyber Complex in Bhubaneswar. Operating 24/7 in three shifts with eight parallel lines, the facility ensures prompt registration of financial fraud complaints on the National Cyber Crime Reporting Portal (NCRP).
When a financial fraud is reported on 1930 or NCRP, immediate action is taken to trace transactions and request banks to place a hold/lien on fraudulent accounts. Once funds are frozen, the police submit detailed reports to competent courts, facilitating court orders that direct banks to release and refund the held money back to victims.
A month-long statewide Cyber Safety Awareness Campaign launched on October 18, 2025, achieved a combined online and offline reach exceeding 1.5 crore participants across over 8,500 schools and 749 colleges. Initiatives included Cyber Rath drives, walkathons, hackathons, and signature regional programs like Rayagada’s Cyber Museum and Rourkela’s Cyber Got Talent.
