Bhubaneswar: To ensure government welfare schemes and programmes reaches at grassroots level, the State Government has assigned 30 senior IAS Officers with 30 districts and asked them to spend one night in the allotted district before March end.
Development Commissioner Anu Garg has issued a circular to all Additional Chief Secretaries, Principal Secretaries, Secretaries and Directors in this effect recently.
The officers are encouraged to plan at least a 2 days programme to visit the allotted district once in the two months and spend one night in District/ Sub-divisional headquarter, she said.
As per the circular, during the visit, the Officer will supervise the implementation of important Government schemes/ programmes so as to ensure delivery of public services to the people in an effective manner.
They have been advised to randomly select the areas for visit within the district including the inaccessible and tribal dominated areas.
They may visit at least one Gram Panchayat and assess the level of saturation in the coverage of various development and welfare programmes of the Government for basic facilities in that particular Gram Panchayat, the DC said.
The officers will have at least one meal a day (on payment basis) in either an ST/SC Hostel or MDM in schools or in an Aahar Kendra or in an orphanage to check the quality of food and the ambience.
They may use the opportunity to interact with the students / inmates and get feedback on important issues like security, facilities, behaviour meted out to them etc., she said
Officers have been also advised to interact with the members of the public from different walks of life, specifically patients in PHC/ CHC or hospitals/ beneficiaries in AWCs/ tribal girls in schools and hostels among others.
In the eight major DMF districts, (like Angul, Jajpur, Jharsuguda, Keonjhar, Koraput, Mayurbhanj, Rayagada, Sundargarh) the officers will review the utilisation of funds under DMF and OMBADC and also visit projects sanctioned under DMF and OMBADC.
After the field visit, the officer will hold a meeting with all District Level Officers in the presence of Collector to share the observations made during the field visit; review functioning of all schemes; particularly some upcoming major strategic projects of the district including, but not limited to, ports, airports, industrial parks and corridors, medical colleges, large irrigation projects etc., the circular said.
Officers assigned Aspirational districts have been asked to specially review progress under the Aspirational Districts Programme.
The Senior Officers are advised to visit the allotted district once in the two months for at least two days and furnish their major findings after each visit to the Chief Secretary.
