A visionary bureaucrat known for pushing structural digital changes, Shri Dev has been instrumental in shaping Odisha’s tech narrative to integrate advanced automation with public service frameworks. Under his guidance, the state IT department is driving an aggressive agenda to migrate existing governmental architectures into a highly responsive ecosystem capable of scaling dynamically with future administrative demands.
The development comes at a critical juncture as the state’s existing data infrastructure, which has been operational since October 2011, reaches its capacity thresholds and nears the end of its service life cycle. Over the past fifteen years, the foundational data center has served as the digital nervous system of the state administration, securely hosting more than 600 essential e-governance applications spread across 39 individual state departments. However, the surging volumes of public sector data, coupled with a massive transition toward completely paperless workflows, necessitated an expansive and sophisticated technology paradigm.
Technologically, OSDC 2.0 represents a massive evolutionary jump from its predecessor. The new facility will be a Tier-III compliant, state-owned data repository engineered to guarantee near-zero downtime and absolute high availability. Beyond just increasing processing power and storage volumes, the upcoming asset introduces three highly critical upgrades: robust virtualization to optimize inter-departmental data utilization, an enhanced cybersecurity architecture designed to neutralize emerging multi-vector digital threats, and a state-of-the-art Disaster Recovery (DR) facility. This DR framework ensures that even during severe coastal disruptions or severe weather emergencies, essential citizen services can run smoothly without data loss.
Crucially, the vision for OSDC 2.0 positions Odisha as a prominent regional destination for upcoming global tech sectors. The underlying digital fabric is being prepared to easily integrate and run next-generation compute-heavy technologies, specifically Artificial Intelligence (AI) modeling, Internet of Things (IoT) network monitoring, and large-scale Big Data analytics. This infrastructural maturity aligns directly with the state’s ongoing digital governance expansion, which recently involved partnering with the Odisha Knowledge Corporation Limited (OKCL) to roll out foundational AI-literacy training programs for grassroots personnel across thousands of cooperative societies.
Furthermore, the state is strictly weaving eco-conscious guidelines into its technical ambitions. OSDC 2.0 is mandated to heavily feature green data center methodologies, utilizing hyper-efficient cooling technologies and leveraging clean, renewable energy to drastically lower its carbon footprint. By building a secure, sustainable, and hyper-scalable digital architecture, Odisha is actively demonstrating how a forward-thinking administration can deploy next-gen engineering to achieve transparent, efficient, and truly citizen-centric governance.
