CS Favors Mangrove Plantation

Bhubaneswar: Emphasizing on the importance to mangroves helping in building coastal resilience as effective natural safeguards against cyclones, Chief Secretary Pradeep Kumar Jena asked for its densification. 

Shri Jena said this while chairing the 3rd Meeting of the State Executive Committee (SEC) of Disaster Management here today.

Satyabrata Sahu, ACS Revenue & Disaster Management, SRC and Forest, Environment& Cl8imate Change outlined the discussion points.

He has also advised to have massive palm tree plantation drive to prevent lightning deaths. He advised the Agriculture & Farmers Empowerment and Forest, Environment & Climate Change Department to take up more and more palm tree plantations in all areas, basically districts prone to lightning.

The Chief Secretary emphasized on procurement of search & rescue equipment, accessories and vehicles for Odisha fire & emergency services after being approved by the SEC.

An amount of Rs 159.02 crore has already been released against the proposal of Rs 240.33 crore. The Home Department has been requested to go ahead with the procurement process for the balance eligible amount to be released. 

Funds position of State Disaster Risk Management Fund (SDRMF) as on April 1, 2023 was 3765.74 crore and total corpus of SDRMF including Central and State Share stood at Rs. 2358 crore.

Availability of fund in State Disaster Risk Management Fund for 2023-24 SDMF & SDRF total amounts to Rs 5158.14 crore. Under capacity building Funds a total amount of Rs 813.653 crore has been released to FE&CC, H&UD, Home, PR & DW & OSDMA. 

Similarly, Rs 344.579 crore has been released to different departments for capacity building. Rs 331.411 crore has been released to different departments under SDMF.

Further, Rs.13,032.263 lakh has been released towards Natural Calamities to districts, FE&CC Department, H&UD,PR & DW department and Disaster Management Authority.

Works Department has submitted a  proposal of  Rs. 8,128.98 lakh  for construction of 8 nos of flood Resilient Roads in  Kendrapara, Bhadrak, Sambalpur and Kalahandi Districts.

An amount of Rs 52,80,175 for FY 2023-24 has been released against the proposal of Rs. 84,26,675 by the Forest and Environment department  for casuarina plantation in Berhampur.    

OSDMA has placed  a non-structural lightning mitigation proposal for implementation of lightning alert / forecast system in collaboration with Earth Network and Indian Institute of Tropical Meteorology (IITM), Pune through SATARK App for  three years (2023-24, 2024-25 & 2025-26) @ Rs. 50 lakh per annum plus taxes & other charges as applicable.

A proposal of Rs 13,21,200 has been submitted by OSDMA  for implementation of the Indian Ocean Tsunami Ready (IOTR) Programmes in 24 identified Tsunami prone villages of 6 Coastal districts for obtaining the Tsunami Ready Certification from IOC-UNESCO and including organizing a Orientation Programme on Tsunami for key stakeholders of the Tsunami Prone Urban Local Bodies i.e Puri, Konark, Gopalpur and Paradip.

This year, OSDMA will organize Disaster Preparedness Day on October 29, 2023 at Rabindra Mandap.

OSDMA has proposed to conduct 40 FAMEx/CAP programme by ODRAF and 60 by Fire Services (Total-100) in the calendar year starting from November 15, 2023 to December 31, 2023 requiring a sum of Rs. 50, 000,00 out of SDRF Capacity Building Fund.
