Bhubaneswar: In a significant move set to bolster industrial development and employment in the state, the Odisha Cabinet today gave its final approval for the Concession Agreement between the Government of Odisha and JSW Utkal Steel Limited for the development of an all-weather multi-cargo, greenfield Captive Jetty at Jatadhar Muhan in Erasama Tahsil, Jagatsinghpur District.

Chief Secretary Manoj Ahuja briefed Media about the clearance after the Cabinet Meeting held here on 28 May. This crucial approval paves the way for JSW Utkal Steel Ltd. to establish a dedicated jetty to handle the cargo throughput of its integrated steel plant, which received High Level Clearance Authority approval in 2017.

The State Government had already granted in-principle approval for the captive jetty in 2018, recognizing its vital role in economic development and its positive impact on the socio-economic fabric of Odisha.

A Memorandum of Understanding (MoU) was subsequently signed between the Commerce & Transport Department, Government of Odisha, and M/s JSW Utkal Steel Limited.

The project aligns seamlessly with the Odisha Port Policy 2022, which emphasizes port-led industrial development through enhanced port-linking infrastructure.

The Captive Jetty is projected to generate substantial revenue for the State and create significant employment opportunities, with an estimated 3,450 direct and indirect jobs.

The combined expansion of the Integrated Steel Plant and the Captive Jetty is anticipated to provide a substantial boost to both revenue generation and employment within the state.

The Cabinet has authorized the signing of the Concession Agreement. Furthermore, the Odisha Maritime Board has been entrusted with the crucial responsibility of overseeing the project’s progress, operations, and overall functioning, ensuring effective monitoring, implementation, and operationalization of this vital infrastructure.
