Cabinet Clears GST Staff Rule

Bhubaneswar: The Odisha Cabinet, led by Chief Minister Mohan Charan Majhi, has approved the Odisha Ministerial Services (Commercial Taxes & GST Range and sub-ordinate Offices) Rules, 2025. This move is part of a broader government initiative to establish a uniform pay and recruitment structure for ministerial staff across various departments at the district level.

Chief Secretary Manoj Ahuja briefed Media and said that the newly framed rules are designed to regulate the method of recruitment and service conditions for employees within the Commercial Taxes and GST Organization. This organization operates under the Finance Department and consists of a top-level Commissionerate, 12 Territorial Ranges, and 50 Territorial Circles that cover all 30 districts of Odisha.

The ministerial cadre will include five levels: Junior Assistants (Level-4), Senior Assistants (Level-8), Assistant Section Officers (Level-9), Section Officers (Level-10), and Establishment Officers (Level-11).

To fill the entry-level Junior Assistant positions, the rules stipulate that 80% of posts will be filled through direct recruitment, while the remaining 20% will be filled through promotion from eligible Group-D employees. This dual approach aims to balance the infusion of new talent with opportunities for existing staff to advance their careers.
