Bhubaneswar: Secretary Health & Family Welfare, Shalini Pandit has asked department officials to take steps for expediting the pace of expenditure during the remaining months of the current financial year.
Secretary H&FW has recently written a letter to the Mission Director of National Health Mission, Managing Director of Odisha State Medical Corporation Ltd (OSMCL), Directors, Commissioner of Food Safety and other concerned officials of the department in this regard.
“It is to bring to the notice of all the Controlling Officers that on review of the expenditure status of our Department it is revealed that appreciable progress has been made,” Secretary H&FW said.
Against the budget allocation of Rs 15,756.53 crore an expenditure of Rs 7,616 crore has been achieved by the end of 2nd quarters (September 2023) which accounts for 48.33 % of the budget, Shrimati Pandit pointed out in the letter.
Further, she mentioned, Supplementary provision of Rs 1327.19 crore has been made available to the Department. Thus, the balance provision of Rs 9,467.72 crore is required to be spent in the remaining 2 quarters.
“To achieve the full utilization of the available budgetary provision the quarterly target of expenditure is fixed at Rs 4,733.87 crore for the 3rd quarter and Rs 4733.85 crore for the fourth quarter,” the Secretary H&FW said.
The officers have been asked to take the necessary steps for expediting the pace of expenditure of the programs and activities implemented under their administrative control.
To maximize Capital Expenditure, steps should be taken to clear all the administrative approvals and other proposals submitted by the Engineering Departments by the end of this month.
The concerned officials have been asked to ensure that 50% of the balance provision of Budget Estimation and 50 percent of supplementary provision are expended in each Quarter.
Out of Rs 10,019 crore Budget Estimation made under State Sector Scheme (SSS), Rs 43,332.10 crore has been utilised till September 2023 leaving Rs 5687.24 crore unspent. So, the Department has fixed a target to utilise Rs 2843.62 crore in the third quarter and Rs 2843.62 crore in the last quarter.
Similarly, under Centrally Sponsored Schemes (CSS), out of the estimation of Rs 2794.55 crore, the Department has utilised Rs 1305.06 crore till last month while Rs 1489.49 crore has remained unspent. So, target has been fixed to utilise Rs 744.75 crore in the third quarter and Rs 744.74 crore in the fourth quarter.
Further, the Government has made a target to make expenditure of Rs 16.68 crore in the third quarter and Rs 16.68 crore in the last quarter.
In total under the Program Expenditure, the Health department was able to utilise Rs 5683.36 crore against the budgetary provision of Rs 12,893.45 crore. Target has been fixed to make expenditures of Rs 3605.05 crore and Rs 3605.04 crore in the third and fourth quarters, respectively.
Similarly, under the administrative expenditure, the department utilised Rs 1932.64 crore against the provision of Rs 4190.27 crore till September end. So, the target has been fixed to spend Rs 1128.82 crore in the third quarter and Rs 1128.81 crore in the last quarter of the current financial year.
In grand total, the revised budget estimation for the Health department for the current year stood at Rs 17,083.72 crore, of which Rs 7616 crore has been utilised till last month. The Department has made a target to use Rs 4733.87 crore in the third quarter and Rs 4733.85 crore in the last quarter.
