Agarwal New RCS Odisha

Bhubaneswar: Odisha Government has brought in few changes in State Bureaucracy in IAS level. Shri Manish Agarwal has been appointed as the Registrar of Cooperative Societies, moving from his role as Additional Special Relief Commissioner. He succeeds Shri Siddhartha Das, who has been reassigned as the Director of Fisheries in Cuttack.

Concurrently, Shri Smruti Ranjan Pradhan has been named the Managing Director of the Odisha Small Industries Corporation. Shri Pradhan will also take over the additional charge of Chief Executive Officer for Startup Odisha, a responsibility previously held by Ms. Rashmita Panda.

The education and training sectors also saw leadership changes. Ms. Madhusmita Sahoo, formerly an Additional Secretary in the Revenue and Disaster Management Department, is now the Director of TE & SCERT. She will also serve as the Additional Secretary to the Government in the School and Mass Education Department.

Additionally, Smt. Lily Kumari Kullu has been transferred from the Revenue Department to serve as Additional Secretary in the Public Enterprises Department.

Shri Somesh Kumar Upadhyay has been moved from his position as Collector of Malkangiri to become the Director of Textiles and Handlooms. He is replaced as Collector and District Magistrate of Malkangiri by Shri Prathamesh Arvind Rajeshirke, who was Commissioner of the Berhampur Municipal Corporation.

The vacancy in Berhampur created by Shri Rajeshirke’s transfer will be filled by Ms. Akavaram Sasya Reddy, who moves from her post as Sub-Collector of Jeypore. She will also hold the additional charge of Vice-Chairman for the Berhampur Development Authority.

Furthermore, the government appointed several officers from the 2022 RR batch IAS to key regional roles: Shri Akshay Pillay becomes the Additional District Magistrate of Paradeep, while Ms. Arugula Sneha, Shri Samir Kumar Jena, and Shri Soumyaranjan Pradhan have been appointed as CDO-cum-EO of the Zilla Parishads in Mayurbhanj, Ganjam, and Kalahandi respectively
