Bhubaneswar: Department of Works is witnessing a major transformation in its administrative and operational momentum as a series of long-awaited promotion processes are rapidly executed. Spearheaded by the determined efforts of Principal Secretary Works, Shri Sanjay Kumar Singh, the department has addressed longstanding cadre bottlenecks, bringing immense relief and enthusiasm to the engineering fraternity across the state.
A major milestone in this career progression drive is the elevation of at least 558 Junior Engineers to the rank of Assistant Engineer. Prior to this initiative, structural vacancies had created operational pressure within field offices. Against 1,464 sanctioned posts at the Junior Engineer level, promoting 558 personnel directly addresses supervisory needs while simultaneously opening up roughly 600 entry-level vacancies. Even with an estimated 900 vacancies remaining at the Junior Engineer tier, the acceleration of these promotions provides much-needed relief to personnel who had waited years for career advancement.
To ensure continuous operational efficiency, Principal Secretary Shri Singh has instituted regular Departmental Promotion Committee (DPC) meetings at frequent intervals. This structured approach ensures that upward mobility is not confined to entry-level ranks but extends through the entire organizational hierarchy. Clear progression pathways have been completed and streamlined across multiple tiers: from Assistant Engineer to Executive Engineer, and subsequently onward to Superintending Engineer (SE), Chief Construction Engineer (CCE), Chief Engineer (CE), and Engineer in Chief (EIC). By systematically filling mid-level and senior management roles, the department strengthens leadership across field offices and project monitoring divisions.
This internal cadre restructuring directly serves broader state development objectives. The ongoing efforts align closely with the Odisha Viksit 2036 Vision introduced by Chief Minister Shri Mohan Charan Majhi, which targets comprehensive infrastructure development across the state. The administrative drive receives robust political backing from Minister of Works, Law, and Excise, Shri Prithiviraj Harichandan, who is actively driving the state government’s ambitious road and building infrastructure program.
To translate high-level vision into actionable outcomes, Principal Secretary Shri Singh formulated a comprehensive Annual Action Plan. Serving as an indispensable operational manual for engineers and departmental officials, this framework establishes clear targets, timelines, and execution standards. Serving Chief Engineers note that having both structured promotions and a clear Annual Plan allows the department to focus effectively on long-term capital projects without getting bogged down by administrative delays.
With long-awaited promotions eased and promotional ladders moving systematically across all ranks from Junior Engineer to Engineer in Chief, the Department of Works is now turning its attention toward fresh recruitment to fill remaining entry-level positions. The combined effect of elevated morale, clear leadership structures at the SE, CCE, CE, and EIC levels, and incoming fresh talent ensures that monitoring at the ground level will be significantly strengthened, accelerating infrastructure delivery across Odisha.
