Odisha Halts Bhoodan Land Distribution & Mutation

Bhubaneswar: In a major move to protect the land resources of Odisha, the State Government has halted the distribution and mutation of Bhoodan land.

This decisive action, spearheaded by Dr. Arabinda Kumar Padhee, Additional Chief Secretary of the Revenue and Disaster Management Department, aims to prevent future legal complications arising from improper verification and non-compliance with established rules.

The State Government in the Revenue and Disaster Management Department observed that Bhoodan land was being distributed to beneficiaries without thorough record checks and compliance with existing regulations. Such gaps could create serious legal issues during subsequent mutation and record-of-rights processes.

To eliminate these risks, Dr. Padhee has directed all Revenue Divisional Commissioners, the Inspector General of Registration, District Collectors, and the Directorate of Land Records and Survey to pause the distribution and mutation processes until further orders.

Furthermore, the State Government has issued a strict directive ensuring that registration authorities do not register any transfer of previously distributed and mutated Bhoodan lands with immediate effect.

To streamline the system, all District Collectors have been instructed to verify and compile detailed data regarding land donated to the Bhoodan Yagna Samiti, land already distributed, land updated in current records, and details of the beneficiaries.

This comprehensive report must be submitted to the State Government within one month. RDCs, Collectors, and other senior officials have been asked to ensure that Sub-Collectors, Tehsildars, and field-level officers implement these instructions with the utmost seriousness.
