Bhubaneswar: The 21st Induction Training Programme for the 2023 batch of direct recruits to the Odisha Revenue Service successfully concluded at the Revenue Officers Training Institute (ROTI) in Gothapatna. The valedictory ceremony marked the culmination of an intensive training schedule aimed at equipping the state’s newest administrators with the vital tools needed for efficient field-level revenue governance.

A core highlight of the event was the address by the Additional Chief Secretary (ACS) of the Revenue and Disaster Management Department, Dr. Arabinda Kumar Padhee. Widely recognized in administrative circles as an exceptionally honest, hardworking professional and a tough officer who demands high standards of accountability, Dr. Padhee unveiled his signature IPS Mantra designed specifically to anchor revenue administrators. He explained that IPS stands for Integrity, Professionalism, and Sensitivity, urging the newly minted officers to adopt citizen service as their primary life mission. In tandem with this mantra, Dr. Padhee introduced the 2C formula, warning the batch never to compromise on their Conscience or the Constitution while executing their administrative duties.

Revenue and Disaster Management Minister Shri Suresh Pujari, who attended the session as the chief guest, reinforced this message of ethical governance. Minister Shri Pujari exhorted the officers to uphold Rajadharma by serving the public fearlessly and refusing to bow to external pressures. He stated that their collective dedication, transparency, and responsible discharge of duties would serve as the foundational pillars for achieving the vision of a developed Odisha by 2036.

Reflecting on the design of the course, ROTI Director Shri Diganta Routray stated that the comprehensive program successfully transformed the trainees into public-centric administrators by balancing legal knowledge with practical modules. Running from March 16 to July 1, the training was attended by 74 officers, comprising 45 men and 29 women, alongside two officers from the promotional batch.

The revenue administration-centric curriculum focused on the triad of knowledge, attitude, and skills. Trainees underwent rigorous education in revenue laws, civil and criminal codes, forest conservation acts, disaster management, and municipal administration. Given the increasing reliance on modern technology in land governance, the officers received specialized training in high-tech surveying methods and digital governance platforms, including Bhulekh, Bhunaksha, LRMS, and the integration of Artificial Intelligence in public service delivery.

To bridge theory with ground realities, the program featured extensive practical exercises such as mock courts, mock office operations, and mock settlement camps. The officers also undertook experiential learning visits to landmark institutions, including the Secretariat, Paradip Port, the National Institute of Geo-Informatics Science and Technology (NIGST) in Hyderabad, and the Odisha Vigilance Academy, ensuring they enter their field postings with a robust understanding of modern, technology-driven revenue administration.
