Bhubaneswar: Former Indian Administrative Service officer Shrimati Sujata R Karthikeyan has officially joined the Biju Janata Dal, marked by significant celebration among party supporters. This transition into politics occurs shortly after the conclusion of her post-retirement mandatory cooling-off period.

Sujata Karthikeyan, who previously wielded considerable influence within the Odisha administration, is the wife of VK Pandian, a bureaucrat turned politician who served as a deeply trusted aide to former Chief Minister Naveen Patnaik.

Her exit from government service began on March 13, 2025, when she submitted an application for premature voluntary retirement. The request was rapidly processed by the state administration and received approval from the Ministry of Personnel, Public Grievances and Pensions the following day, granting a relaxation of the standard three-month mandatory notice period.

Prior to her retirement, Sujata Karthikeyan’s administrative trajectory was defined by her leadership of several flagship state programs, most notably the Mission Shakti movement. Having served as collector in key districts including Cuttack and Sundargarh, she became the designated secretary when Mission Shakti was elevated to a full government department. In this role, she managed a vast network of women self-help groups, a demographic widely recognized as a foundational support base for Naveen Patnaik.

Her career was not without friction. During the 2024 general elections, the Election Commission ordered her transfer out of Mission Shakti to the Finance Department following allegations of misusing public office. Following the Biju Janata Dal’s electoral defeat and the subsequent installation of the Bharatiya Janata Party government in June 2024, she initially took a six-month childcare leave. After the new administration declined an extension, she returned to active duty as special secretary in the Finance Department in November 2024, a position she held until her retirement.

Her entry into the Biju Janata Dal mirrors the path of her husband, VK Pandian, who took voluntary retirement in October 2023 while serving as private secretary to the Chief Minister. Shri Pandian subsequently assumed a central role in managing the party’s 2024 election strategy. Following the party’s electoral loss, he withdrew from active public life, announcing a retirement from politics.

By joining the Biju Janata Dal, Sujata Karthikeyan steps directly into active opposition politics, bringing her extensive administrative experience and deep familiarity with state-level welfare networks to a rebuilding party.
