ACS Asks Transfer Compliance

Bhubaneswar: The Government of Odisha has issued a stern directive to all District Collectors regarding the immediate transfer and rotation of ministerial and field staff under the Revenue Administration.

Dr. Arabinda Kumar Padhee, the Additional Chief Secretary of the Revenue and Disaster Management Department, issued the communication on May 14, 2026, expressing dissatisfaction over the lack of compliance with previous orders.

The order specifically targets staff members who have served more than three years in a single office or establishment, including Collectorates, Sub-Collector offices, Blocks, and Tahasils.

The personnel categories affected include Section Officers (SO), Senior Revenue Assistants (SRA), Junior Revenue Assistants (JRA), Revenue Supervisors (RS), Revenue Inspectors (RI), Assistant Revenue Inspectors (ARI), and Amins.

While instructions for these rotations were originally issued in September 2025, the Department noted that several districts have failed to implement the changes. The government emphasized that such delays undermine administrative transparency, accountability, and efficiency.

Collectors have now been ordered to complete the entire transfer exercise by June 15, 2026. The directive specifies that no exceptions should be made for officials exceeding the three-year tenure limit.

Upon completion, districts must immediately submit a detailed compliance report to the Department. Copies of the memo have also been forwarded to the Revenue Divisional Commissioners and the Board of Revenue to ensure the timeline is scrupulously followed.
