Bhubaneswar: The Revenue Officers’ Training Institute (ROTI) in Gothapatana held a valedictory ceremony on May 2, 2026, for the Odisha Administrative Service DR-2023 batch.
The event concluded an intensive four-week institutional training program for 30 OAS probationers, which began on April 6, 2026. Chief Secretary of Odisha, Smt. Anu Garg, presided over the ceremony and presented completion certificates and appreciation awards to the participants.
In her address, Smt. Anu Garg discussed the changing responsibilities of civil servants within the framework of Viksit Odisha. She highlighted the three pillars of the Vision-2036 initiative—Samruddhi, Swasthya, and Samaveshi—and encouraged the probationers to adopt the 7-S model of governance. This model focuses on Scale, Speed, Synergy, System, Sustainability, Service, and Stakeholders to ensure transparent and efficient public service delivery.
Dr. Arabinda Kumar Padhee, Additional Chief Secretary, Revenue and Disaster Management, also spoke at the event. He urged the new officers to maintain a humane approach to governance by prioritizing integrity, professionalism, and sensitivity.
Additionally, ROTI Director Sri Diganta Routroy emphasized the vital role OAS officers play in land and development administration, noting their contribution to the state’s overall growth.
The ceremony also included the felicitation of two senior resource persons by the Chief Secretary. The event was attended by senior officials from the Revenue and Disaster Management Department, ROTI staff, and 74 ORS (DR) 2023 batch probationers who are currently undergoing their own induction training at the institute.
