ACS Dev Leads Malaysia Mission

Kuala Lumpur: A high-level delegation from Odisha, led by Additional Chief Secretary (ACS) for Energy, Electronics, and IT, Shri Vishal Dev, visited the Indian High Commission in Malaysia to explore strategic partnerships in the semiconductor and data center sectors. This diplomatic mission marks a significant step in Odisha’s ambition to become a global hub for high-tech manufacturing and digital infrastructure.

During the visit, ACS Shri Vishal Dev engaged in extensive discussions aimed at unlocking new pathways for MoUs and global academic-industry collaborations. The delegation focused on Malaysia’s mature semiconductor ecosystem, particularly in Penang, seeking to replicate and integrate best practices within Odisha’s developing electronics landscape.

ACS, Shri Vishal Dev highlighted the Advantage Odisha proposition, emphasizing the state’s unique readiness for global IT and ESDM (Electronics System Design and Manufacturing) investments. He noted that Odisha is currently one of the few power-surplus and water-surplus states in India, providing the critical, uninterrupted resources required for energy-intensive data centers and high-precision semiconductor fabrication units.

The ACS pointed out that Odisha maintains the best fiscal health among major Indian states, ensuring a stable and supportive environment for long-term capital investments. The state’s geographical proximity to Southeast Asian markets, coupled with its robust port infrastructure, positions it as a natural gateway for companies looking to diversify their global supply chains.

The business interaction in Penang served as a platform to showcase the Odisha Semiconductor Manufacturing and Fabless Policy, which offers some of the most competitive incentives in the country, including substantial power and water subsidies. ACS, Shri Vishal Dev reiterated the state’s commitment to building a future-ready workforce through strategic partnerships, inviting Malaysian tech giants to participate in Odisha’s burgeoning IT and semiconductor story.
