State Launches Budget Aware

Bhubaneswar: Chief Minister Shri Mohan Charan Majhi has emphasized that the State Budget is not merely a list of income and expenditures but a robust roadmap for the holistic development of Odisha and the fulfillment of every citizen’s dreams.

Speaking at the state-level budget awareness workshop titled Ame Janiba, Ama Budget held at the Lok Seva Bhawan Convention Centre, the Chief Minister outlined a transformative vision for the state’s future.

Deputy Chief Minister Shri Kanak Vardhan Singh Deo, Chief Secretary Shrimati Anu Garg, Development Commissioner Shri Deo Ranjan Singh, Principal Secretary Finance, Shri Sanjeeb Kumar Mishra graced the occasion. All Secretaries were present in the Meeting.

Deputy Chief Minister Kanak Vardhan Singh Deo described the budget as citizen-centric, designed to ensure that the benefits of various schemes reach the common man.

Aligning with the national vision, the state government has set ambitious targets to be achieved by 2047. These include increasing the per capita income from 1.8 lakh rupees to 32 lakh rupees, reducing multi-dimensional poverty to below 5 percent, and enhancing female labor force participation to 70 percent. The government also aims to increase average life expectancy to over 80 years while completely eliminating anemia and malnutrition.

For the 2026-27 financial year, the budget has been integrated with a long-term vision to strengthen the foundation of a developed Odisha. The Chief Minister announced that 31 new initiatives, comprising various programs and schemes, have been introduced. The total budget outlay stands at 3.10 lakh crore rupees, representing a 7 percent increase over the previous year, with a significant emphasis placed on capital expenditure. The state aims to become a 500 billion dollar economy by 2036 and a 1.5 trillion dollar economy by 2047.

Key priority sectors in the budget include infrastructure, industry, tourism, agriculture, women empowerment, education, and health. The government plans to transform Odisha into a powerful logistics hub through projects like the Bhubaneswar-Cuttack-Puri-Paradip Economic Corridor (BCPPER), National Waterway-5, and various new port projects. Additionally, the Shamuka project in Puri and the Chilika restoration scheme are expected to give a new dimension to the state’s tourism sector.

Special measures have been taken for rural development, employment generation, and addressing the issue of migrant labor. Women’s empowerment remains a focus through schemes such as Subhadra, Lakhpati Didhi, and Mukhyamantri Kanya Sumangala. In the social sector, the establishment of new medical colleges, universities, and ICU facilities aims to provide better services to the general public.

To ensure transparency and public engagement, the Ame Janiba, Ama Budget program will be organized across the state from April 1 to 14. This initiative seeks to explain the various aspects of the budget in simple language and invite public feedback.
