CM Presents 3.10 L CR Budget

Bhubaneswar: Chief Minister Shri Mohan Charan Majhi introduced a 3,10,000 crore annual budget for the 2026-27 fiscal year in the Odisha Legislative Assembly today. Earlier Shri Majhi called on Governor Dr.Hari Babu Kambhampati at Lok Bhawan.

Driven by the vision of Lokanka Unnati, Rajyara Pragati, the proposal centers on six strategic pillars: People First, Rural Empowerment, Prosperity for all, Our Legacy Our Pride, Technology Leading the way, and People Centric Governance.

The financial plan designates 1,80,000 crore for programme expenditure, representing over 58 percent of the total budget. The capital outlay of 72,100 crore accounts for 6.5 percent of the GSDP, which the government notes is the highest proportion among all major states in the country. Key fiscal indicators include a revenue surplus of 3 percent of GSDP and a fiscal deficit projected at 3.5 percent of GSDP.

Sectoral allocations show 42,492 crore for agriculture and allied sectors, a 12.3 percent increase from the previous year. Notable initiatives in this sector include the Samrudha Krushaka Yojana with an allocation of 6,088 crore to ensure paddy procurement at 3,100 per quintal and the creation of a 5,000 crore revolving fund.

The education sector received 42,565 crore, while health care was allocated 23,182 crore. New infrastructure projects include the Jagannath Interpretation Centre at Puri, three new expressways—Brahmapur-Jeypore, NaMo, and Atal—and a new Science City in Bhubaneswar. Social welfare remains a priority with 10,145 crore earmarked for the Subhadra Yojana for women’s empowerment and 5,837 crore for the Madhubabu Pension Yojana.
