Chanchal Rana Retains BDA

Bhubaneswar: In a significant administrative turn, the Government of Odisha has decided to retain Shri Chanchal Rana, a 2014 batch IAS officer, as the Vice Chairman of the Bhubaneswar Development Authority (BDA) and Managing Director of Bhubaneswar Smart City Limited.

This move comes after the cancellation of a previous notification that had appointed Shrimati Rashmita Panda to the position. The decision ensures that Shri Rana will continue his momentum in urban development, also maintaining his additional responsibilities within the Housing and Urban Development Department and as Managing Director of Bhubaneswar Smart City Limited.

The continuation of Shri Rana as VC BDA has been met with widespread approval from the citizens of Bhubaneswar, who have observed a tangible transformation in the city’s infrastructure and cleanliness during his tenure. Known for his determination and “zeal,” the young mandarin has earned a reputation for tackling long-standing urban challenges that previously stalled the city’s progress.

One of his most notable achievements involved resolving a major road blockade at Salia Sahi. This intervention was crucial, as the encroachment had been stalling a major road expansion project essential for the city’s connectivity. Beyond large-scale infrastructure, Shri Rana has focused on the aesthetic and cultural dignity of the capital. He initiated a specialized cleaning program using water sprinklers to maintain the statues of the “Bara Putras” (Great Sons) of Odisha, ensuring these monuments are no longer obscured by road dust and sand.

Under his leadership as the BMC Commissioner and BDA Vice Chairman, the city has seen marked improvements in basic civic amenities. Enhanced street lighting and revamped sanitation protocols have significantly brightened the urban landscape and improved the daily lives of residents. His hands-on approach to clearing illegal encroachments has further streamlined the city’s layout, making it more navigable and organized.

This commitment to excellence has not gone unnoticed by senior leadership. Both the Minister of Housing and Urban Development, Dr. Krushna Chandra Mohapatra, and the Additional Chief Secretary (ACS), Shrimati Usha Padhee, have expressed appreciation for his sincerity. Shrimati Padhee, who has been instrumental in scaling up the beautification of the capital, found a dedicated partner in Shri Rana to execute these large-scale urban visions.

The brief uncertainty following the February 5 notification, which initially sought to replace him, led to much public discussion. However, the February 11 reversal highlights the State Government’s recognition of his effective track record.

As Shri Rana continues his work, the focus remains on transforming Bhubaneswar into a world-class smart city while preserving its rich heritage through hard work and meticulous planning.
