Bhubaneswar: Strengthening the synergy between civil administration and national security architecture, a high-level delegation from the 66th National Defence College (NDC) Course commenced a five-day strategic study tour of Odisha on February 2, 2026.
The delegation, led by Consultant Major General CP Sangra, AVSM, YSM (Retd), officially called on the Chief Secretary of Odisha, Shrimati Anu Garg, on Monday. Special Secretary Home, Odisha Shri Radha Kishan Sharma, and other senior government officials were present during the interaction.
The visit, themed “Understanding India & Introduction to Strategy,” serves as a vital field immersion for senior officers within their intensive 11-month training program at the nation’s premier defense institute in New Delhi.
During the briefing at the Lok Seva Bhawan, the delegation outlined the objectives of their tour, which focuses on gaining first-hand insights into Odisha’s socio-economic development, internal security framework, and the state’s evolving strategic infrastructure.
The 66th NDC Course includes a diverse group of participants, including five foreign nationals from friendly foreign countries, reflecting the international dimension of India’s premier strategic training institute. The visit is designed to bridge the gap between policy formulation at the national level and its implementation at the state level.
Over the next four days, the delegation is scheduled to visit key installations and sites of strategic and cultural importance. These include: INS Chilka: To study naval training infrastructure and maritime security perspectives, Kalinga Stadium: To observe the state’s world-class sports infrastructure and its role in youth empowerment, Integrated Command and Control Centre (ICCC): To understand the digital governance and urban security initiatives under the Bhubaneswar Smart City Ltd and Heritage and Tribal Studies: Visits to the Raghurajpur Heritage Village and the Udayagiri & Khandagiri Caves to explore Odisha’s unique cultural heritage and the progress of tribal development initiatives.
The study tour provides the future strategic leaders with an opportunity to analyze the synergy between civil administration and security forces in maintaining internal stability and fostering regional growth. Team NDC will call on Chief Minister Shri Mohan Charan Majhi and Governor Dr.Hari Babu Kambhampati on 5 February. The delegation will conclude its Odisha tour on February 6, 2026.
