New Delhi: In a major step toward long-term water security, Department of Drinking Water and Sanitation(DDWS), recently convened a high-level policy dialogue focused on the sustainable operation and maintenance of rural water services. Addressing state representatives and sector experts, Shri Ashok K Meena, Secretary DDWS declared that the Jal Jeevan Mission has reached a pivotal transition point, moving its primary focus from building infrastructure to ensuring the reliable delivery of services.
During his opening remarks, the Secretary identified several critical hurdles currently facing state governments. He pointed to a significant gap in technical expertise at the village level, alongside financial planning weaknesses and a lack of real-time monitoring systems. He specifically highlighted that without structured administrative oversight, the sustainability of water sources remains a significant concern.
To address these challenges, Union Secretary Shri Meena called for a comprehensive legal and regulatory overhaul. He emphasized that Village Water and Sanitation Committees must be formally recognized under state laws to empower them effectively. A key part of this strategy involves ensuring that Gram Panchayats have full ownership of water supply assets within their jurisdictions. This ownership, he noted, is rooted in constitutional mandates and enables local bodies to collect and manage user charges specifically for maintenance costs.
The Secretary also placed heavy emphasis on the role of technology in modern water governance. He advocated for the widespread adoption of digital public infrastructure, including Geographic Information System monitoring and integrated databases. According to Shri Meena, these tools are essential for creating a transparent and accountable system where data drives decision-making. States and Union Territories have been urged to update their local bylaws to align with this vision, ensuring that the progress made in household tap connections leads to a permanent and sustainable water supply for rural India.
