Bhubaneswar: In a strategic move to fortify the state’s internal security and administrative efficacy, Shri Hemant Sharma, following his assumption of charge as Additional Chief Secretary (ACS) Department of Home, convened a high-level meeting with senior departmental officers to outline a rigorous roadmap for law and order.
1995 Batch IAS, Shri Sharma, who concurrently serves as ACS Industries and Information & Public Relations, underscored the imperative of institutionalizing the 15-point agenda mandated by Chief Minister Shri Mohan Charan Majhi. CM Shri Majhi also hold Home Portfolio and he has expressed trust on Shri Sharma.
Chief Minister’s directive serves as a systemic framework designed to transition governance toward a more accountable, people-oriented, and crime-free paradigm. ACS Shri Sharma, asserts that providing security to the common man is a “top priority,”
The newly appointed Additional Chief Secretary (ACS) Home, Shri Sharma has identified the implementation of Union Home Minister Shri Amit Shah’s anti-Maoist agenda as the paramount priority for the Odisha Administration. This strategic alignment aims to achieve the national objective of making India Maoist-free by March 31, 2026.
Assuming his new responsibilities, Shri Sharma emphasized that the complete eradication of Left-Wing Extremism (LWE) is not merely a security requirement but a moral urgency to ensure that constitutional rights and development reach the most remote tribal pockets. He directed senior officers to adopt a zero-tolerance approach toward extremist activities
The transition of Shri Sharma into a regulatory role is viewed by administrative observers as a synthesis of development-oriented leadership and socio-legal precision.
During the deliberations, he emphasized that the stability of the state’s security apparatus is intrinsically linked to its economic vitality. He advocated for a proactive intelligence-led policing model and the effective handling of communal and civil grievances to ensure a frictionless environment for both citizens and stakeholders.
His track record in the industrial sector provides a compelling evidence-based narrative for his new responsibilities. Under his stewardship as ACS Industries, Odisha emerged as the national leader in Deregulation 1.0, a feat that received appreciation from Union Cabinet Secretary Dr. T V Somanathan, said sources.
This success in systemic simplification and the removal of bureaucratic bottlenecks has bolstered the state’s reputation as a premier investment destination.
A Chairman and Managing Director of a Navratna Central Public Sector Undertaking(CPSU) lauded Shri Sharma’s role in this regulatory evolution, noting that his ability to streamline complex administrative processes is a critical asset for the Home Department. He said he is a super hyper active mandarin, who knowns how to deliver results in a time bound manner.
Industrial leaders have specifically highlighted the necessity of ensuring robust safety protocols within industrial zones, a priority Shri Sharma has identified as central to his dual mandate. By integrating industrial security with general law and order, the administration aims to mitigate systemic vulnerabilities that could impede economic momentum.
A former Chief Secretary, earlier who had also served the Department of Home for a long period, characterized Shri Sharma as a “hardcore development-oriented mandarin,” expressing confidence that his transition into the regulatory sector will yield transformative results.
The convergence of his experience in infrastructure, industry, energy and public relations is expected to catalyze a more holistic approach to state security, where law enforcement is not merely a reactive force but a foundational pillar of sustainable development and social equity.
