CM Lays 17,440 Cr Supp Budget

Bhubaneswar: Chief Minister Shri Mohan Charan Majhi, who holds Finance Portfolio has laid the Supplementary Statement of Expenditure for the year 2025-26 in the Odisha Legislative Assembly today, November 28, 2025. The proposal seeks approval for a supplementary provision of Rs. 17,440 crore.

The department with the largest supplementary estimate is Food Supplies & Consumer Welfare at Rs. 4,329 crore, followed by School & Mass Education at Rs. 2,000 crore, and Finance at Rs. 1,422 crore.

Other major allocations include Rs. 1,159 crore for Health & Family Welfare, Rs. 900 crore for Works, and Rs. 858 crore for Agriculture & Farmers’ Empowerment. The Grand Total supplementary estimate is Rs. 17,440 crore.

The financing for the allocations is secured as follows: the Administrative Expenditure and Transfers to Local Bodies are to be financed against adjustment and surrender.

The allocation under Disaster Management Funds will be financed by the National Disaster Risk Management Fund (NDRMF).

The Program Expenditure of Rs. 13,716 crore will be financed by tied-up resources to the extent of Rs. 1,232 crore, with the remaining differential amount met through savings and year-end surrender of funds.

The total outlay for Administrative Expenditure is Rs. 3,389 crore. This includes Rs. 1,406 crore for Debt Servicing and Rs. 133 crore for recoupment of the Odisha Contingency Fund (OCF) advance. Other provisions include Rs. 250 crore for Maintenance of Roads and Bridges, Rs. 205 crore for maintenance of Government Residential Buildings, and Rs. 42 crore for the conduct of Zilla Parishad Election.

Under Programme Expenditure, priority sectors receive substantial allocations:

Farmers’ Welfare & Food Security: Provisions include Rs. 3,000 crore for the Revolving Fund for Paddy Procurement, Rs. 1,325 crore for Subsidy under the Public Distribution System, and Rs. 850 crore for MSP and input assistance under the Samrudha Krushaka Yojana.

Health Care: Rs. 994 crore is provided for the CSS Scheme National Health Mission, and Rs. 50 crore is allocated for the upgradation of Medical College, Cuttack for starting new P.G. Courses.

Empowering Women and Children: Rs. 295 crore is provided for the SUBHADRA yojana, Rs. 200 crore for the completion of incomplete Anganwadi Centre buildings, and Rs. 405 crore under the Mission Shakti Programme.

Education, Sports & Skill Development: Allocations include Rs. 392 crore under PM-POSHAN, Rs. 320 crore for Odisha Adarsha Vidyalaya, and Rs. 307 crore as State Support for Samagra Shiksha.

Urban Development: Rs. 100 crore is provided for urban infrastructure development under Mukhyamantri Sahari Vikas Yojana, and Rs. 64 crore is allocated for the CSS Scheme AMRUT Project 2.0.

The Supplementary Statement of Expenditure is compliant with the Fiscal Responsibility and Budget Management (FRBM) Act, as the provision is backed by resources either through adjustment against savings/surrender or additional revenue. It is projected that the State will maintain a revenue surplus, contain the fiscal deficit at around 3% of GSDP, and maintain the debt-GSDP ratio within the mandated level of 25% at the year-end. The capital outlay for the year 2025-26, including the Supplementary provision, is projected to exceed 6% of GSDP, which is expected to boost economic growth and enable the State to carry forward its developmental and welfare programs.

The Supplementary Budget is required to meet the funding needs for public welfare and developmental activities in the State. This need is driven by several factors, including the additional requirement of funds for important ongoing state-sector projects, for ongoing Central Sector and Centrally Sponsored Schemes (CSS), changes in the fund release mechanism for CSS by the Government of India, and the recoupment of advances taken from the Odisha Contingency Fund. Accounting adjustments under different Demands also necessitated the provision.
