Cabinet Approves B-MAAN

Bhubaneswar, October 25, 2025: In a landmark decision, the Odisha Cabinet chaired by Chief Minister Shri Mohan Charan Majhi today approved the Building & Management of Aviation Assets and Network (B-MAAN) scheme, a comprehensive, five-year initiative with a total outlay of ₹14,182 crore for the period 2025-2030.

The scheme, an umbrella program of the Commerce & Transport Department, aims to position Odisha as a leading aviation hub in eastern India under the inclusive vision of “Aviation for All (Samastanka Pain Biman Seba).”

B-MAAN is designed to bring all aspects of the aviation sector under one integrated framework, focusing on holistic and sustainable growth. The expansive scheme is structured around seven core components:

Infrastructure Development & Modernisation: Major focus on the development, upgradation, and maintenance of airports and heliports across the state, including establishing Greenfield and Brownfield airports in underserved regions to boost regional access.

Air Connectivity & VGF Support: Provision of Viability Gap Funding (VGF) and other incentives to airlines to strengthen regional air connectivity, linking Tier-II and Tier-III towns with major cities under schemes like UDAN.

Maintenance, Repair & Overhaul (MRO) Ecosystem: Establishment of world-class MRO facilities at Biju Patnaik International Airport and other strategic locations to create a self-reliant maintenance ecosystem and attract critical private investment.

Emerging Technologies & Innovation: Promotion of futuristic technologies such as drones, seaplanes, e-VTOL aircraft, and aerospace manufacturing to keep Odisha at the forefront of new-age and green mobility.

Cargo & Logistics Development: Strengthening air cargo infrastructure to facilitate crucial agricultural exports, industrial logistics, and time-sensitive trade, deepening the state’s integration with national and global value chains.

Capacity Building & Skill Development: Creating large-scale employment opportunities through specialised aviation-focused skilling, flight training, and programs for technicians, ground-handling professionals, and significantly, pilots, with a special emphasis on girls.

Institutional Strengthening: Restructuring and empowering the Directorate of Aviation to act as a professional agency for strategic policy planning, coordination, and efficient execution of aviation projects.

The B-MAAN scheme is being hailed as a landmark step in Odisha’s journey toward industrial and economic transformation. By driving connectivity, innovation, employment, and investment, the initiative is expected to provide a significant fillip to the broader vision of ‘Viksit Odisha 2036’ through inclusive and sustainable growth of the aviation sector.

The government projects that this comprehensive approach will not only enhance mobility for citizens but also act as a crucial catalyst for socio-economic development across the entire state.
