New Delhi: The Commission for Air Quality Management (CAQM) held its 25th full Commission meeting today under the chairmanship of Shri Rajesh Verma, reviewing the comprehensive strategy and preparedness for the upcoming winter season to combat air pollution in the NCR.
The meeting resulted in crucial amendments to vehicular emission directions, a pause on the End-of-Life (EoL) vehicle liquidation drive, and ratification of stringent stubble burning enforcement measures.
The Commission made a significant move to curb vehicular pollution by amending Direction No. 88 (dated 23.04.2025). Citing the recent Supreme Court Order that lifted exemptions for vehicles carrying essential commodities, CAQM has directed a strict ban on the entry of non-BS-VI commercial goods vehicles (LGV, MGV, HGV) into Delhi starting November 1, 2025.
Allowed Entry: Only BS-VI, CNG, LNG, and Electric Vehicles (EVs), along with commercial goods vehicles registered in Delhi, will be permitted entry.
Transitional Provision: All BS-IV commercial goods vehicles will be allowed to enter Delhi as a transitional measure until October 31, 2026.
Enforcement: All enforcement agencies have been instructed to ensure effective monitoring at border entry points.
In a major relief for vehicle owners, CAQM decided to keep the implementation of Direction No. 89 (concerning the liquidation of large fleets of EoL vehicles) in abeyance until further orders.
This decision comes in view of the Hon’ble Supreme Court Order dated August 12, 2025, which directed that no coercive steps be taken against owners of diesel vehicles over 10 years old and petrol vehicles over 15 years old.
