Bhubaneswar: The Government of Odisha has approved the Food and Paddy Procurement Policy for the Kharif Marketing Season (KMS) 2025-26 , which officially begins on October 1, 2025, and concludes on September 30, 2026. The policy, sanctioned by the State Cabinet, aims to regulate all aspects of paddy and rice procurement in the state.
The key targets for the Kharif Marketing Season (KMS) 2025-26, as approved by the Cabinet, are:
- A tentative target of sixty-three lakh Metric Tonne (63 LMT) in terms of rice has been fixed.
- In terms of paddy, this comes to around ninety-three lakh Metric Tonne (93 LMT).
- For Kharif, the tentative target for procurement of paddy would be seventy-three lakh Metric Tonne (73 LMT).
- For Rabi, the tentative target for procurement of paddy would be twenty lakh Metric Tonne (20 LMT).
The policy states that if more paddy comes to the mandi by the registered farmers, it will also be procured.
A Cabinet Sub-Committee/Group of Ministers/Inter Ministerial Committee shall review the policy’s implementation and can modify the overall target if needed.
Paddy will be procured from registered farmers on payment of the Minimum Support Price (MSP). The MSP rates declared by the Government of India are Rs. 2369/- per quintal for common variety and Rs. 2389/- per quintal for Grade-A variety.
Key features of the procurement process include:
- Procurement Period: Kharif crop paddy procurement will take place from November 2025 to March 2026, and Rabi crop from May to June 2026. Districts will schedule their procurement periods within these broad timelines.
- Payment: Farmers’ dues on account of paddy sold to Government shall be transferred directly to their Bank accounts through online mode. All such payments shall be made within 24 to 48 hours of the sale of paddy.
- Farmer Registration: Aadhaar shall be the only ID proof for a registered farmer to sell paddy to Government. All farmers have to provide identity proof in terms of Aadhaar for the purpose of Aadhaar based e-KYC registration. Farmers will give their consent for both Aadhaar based e-KYC registration and Aadhaar e-KYC based payment through IRIS.
- Verification: 100% field verification and validation of paddy growing areas through satellite imagery are being adopted to verify land details and paddy crop growing areas.
- Priority: Small and marginal farmers will be given priority for sale of paddy to Government , which will facilitate entry of more small and marginal farmers into the procurement fold.
- Advance Intimation: All registered and eligible farmers shall be intimated in advance by way of SMS/Whatsapp message to their mobile phones regarding date of sale of paddy and quantity to be sold.
