Bhubaneswar: Presenting the Annual Budget for the financial year 2025-26, Chief Minister Mohan Charan Majhi today announced several new schemes.
The new schemes include Antyodaya Gruha Yojana, Subhadra Surakhya Yojana, Shri Jagannath Darshan Yojana, set up of Northern Odisha Development Council (NODC), Odisha Pusti Mission, Bakulabana Unnayan, Ama Similipal Yojana, Model Mandi, Saheed Laxman Nayak Adarsh Vidyalaya and Odia Diaspora: OSAMPARK.
Similarly, Mukhyamantri Kanya Bibaha Yojana, Southern Odisha Development Council, Swachha Odisha, Aame Padhiba Aama Bhasare, Atal Bus Stand and Samrudha Sahara schemes were also announced by the Chief Minister during his Budget speech.
Antyodaya Gruha Yojana has been launched to provide concrete houses to the poorest families living below poverty line with an approved outlay of Rs 7550 crore for three years, Majhi said.
The scheme will cover families left out of previous housing programmes owing to natural and manmade disasters, displacement caused by Government projects, house hold with disabled primary earner and those eligible under forests rights Act. At least 2,25,000 new concrete houses will be sanctioned in next 3 years, the CM said.
So, he proposed provision of Rs.2603 crore for the construction of 75000 houses and the payment of incentives to beneficiaries.
“In line with our vision of women led empowerment, our government is going to roll out the Subhadra Plus umbrella scheme to take up new initiatives including Kishori Subhadra, Subhadra Sanchay, Subhadra Surakhya, Subhadra Sakhi, Subhadra Yatri, Subhadra Sangh (Subhadra Club), Kuha Subhadra (Call Centre), Subhadra Sahyogi, Subhadra Scholars, and Sujogya Subhadra, further enhancing the impact of Subhadra on the lives of my sisters in Odisha,” he further announced.
He proposed Rs10,145 crore for Subhadra and Rs Rs.153 crore under Subhadra Surakshya for ensuring safety and security of women in FY 2025-26.
During the speech, Shri Majhi said, “In order to fulfill the wishes of very poor devotees, our Government will launch a new scheme Shree Jagannath Darshan Yojana whereby they will travel to Puri, have Darshan of Shree Jagannath and Mahaprasad free of cost. For this purpose, I allocated Rs.30 crore in the Budget Estimate.”
He announced Rs 200 crore each for functioning of South Odisha Development Council (SODC) and North Odisha Development Council (NODC) in the line with Western Odisha Development Council (WODC), for which Rs500 crore has been proposed.
Similarly, Odisha Pusti Mission will be established with Rs.100 crore funding in the financial year 2025-26 to ensure effective delivery of nutritional support to the beneficiaries.
Stating that Bakulaban remains a unique heritage-rich institution, the CM announced to launch a new scheme Bakulabana Unnayan with an allocation of Rs 50 crore for development of Bakulaban as an iconic heritage site and pilgrimage of learning.
He further announced a new scheme “Ama Similipala Jojana” with an outlay of Rs50 crore for overall upkeep and development of the national biosphere reserve.
Shri Majhi, who holds the Finance portfolio, announced the scheme for setting up Model Mandis across the State. To begin with 100 such Mandis will be constructed with all necessary facilities like rest-shed, covered pindis, toilets, gowdowns and modern testing and grading facilities. He proposed an allocation of a sum of Rs 50 crore for this scheme.
“We are committed to a comprehensive development of the Residential Schools as state of art Educational Institutions. I propose to launch a new Scheme “Saheed Laxman Nayak Adarsh Vidyalaya” with an allocation of Rs 100 crore for the purpose,” read the budget speech.
Despite being away from their homeland, the Odia Diaspora remains deeply connected to their cultural roots, celebrating festivals like Rath Yatra, Utkal Divas, and Durga Puja with great enthusiasm.
So, he proposed to launch a new scheme “Odia Diaspora: O-SAMPARK” with an allocation of Rs.10 crore to have continuous engagement with people of Odisha staying abroad.
Under the MukhyaMantri Kanya Bibaha Yojana, mass marriages will be performed, and the Government will bear all the expenses as well as provide the gift for the bride. A budgetary allocation of Rs.12 crore has been made for this purpose.
Furthermore, Rs.1266 crore is proposed under the scheme Atal Bus Stand for the construction, operation, and maintenance of 133 Bus Stands aimed at providing high quality service to passengers
Similarly, the Chief Minister made provision of Rs 261 crore for Swachha Odisha, Rs 25 crore for Aame Padhiba Aama Bhasare scheme, and Rs 408 crore for Samrudha Sahara scheme.
