Odisha Gets 11 More IAS Posts

Bhubaneswar: With Union Government allowing one more post in Apex Scale Odisha Government will now have Four Apex Scale Posts in IAS Cadre in the State.

While Chief Secretary, Member, Board of Revenue, Chief Administrator KBK posts were in the Apex Scale, now the post of Development Commissioner –cum-ACS & Secretary to Planning and Convergence Department has been allowed in Apex Scale.

With Four Apex Scale Posts are allowed in the Cadre, Four More posts can be created by the State Government making it 08 in the Additional Chief Secretary Rank, said an official.

Union Government has increased the Cadre strength of Indian Administrative Service (IAS) Officers by allowing 11 more posts in the recent review of the Cadre.

Ministry of personnel, Public Grievances and Pensions has informed the State Government in this regard, official sources say.

While the present cadre strength for IAS Officers in Odisha was 237, it has been increased to 248.

Earlier there were 11 posts in Principal Secretary Rank, now it has been increased to 13.

Commissioner-cum-Secretary Rank posts were 39, which have been made 36, however Secretary, Additional Secretary, Joint Secretary and Deputy Secretary posts in IAS Cadre have been increased from 20 to 24.

Cadre Review was done in five years, however consultation between Union and State Government this time took longer period.

While last Cadre Review was done in 2014 by Government of  India and now after six long years Union Government has approved the new posts.

Senior Duty Posts, which were 129 has been increased to 135, while Central Deputation Reserve was 51, it has been increased to 54.

So more IAS Officers will be able to go for Central Deputation with this review orders, officials say, adding however trend is much less number of IAS Officers are getting scope to join Government of India.

As on date only 26 IAS Officers are on Central Deputation, serving in Government of India Offices, while Central Reserve is 51.

State Deputation Reserve was 32, which has been increased to 33 and Training Reserve was 4, which has not been hiked.

Leave Reserve and Junior Posts were 21, which have been hiked to 22 only.

While 173 Posts will be filled up by Direct Recruit Method, 75 Posts will be filled up with Promotion Mode.

Promotion from State Civil Service(SCS) and Non State Civil Services(NSCS) are allowed for IAS Cadre.

Every year bright officers from SCS and NSCS Cadres are roped in for promotion to IAS Cadre.

While there is no interview for SCS Cadre Officers moving to IAS, for the NSCS Officers there is proper Interview to be taken up by UPSC for inducting them to IAS.

SCS Officers are picked up for IAS Cadre after detailed review of their ACRs and seniority being taken into consideration.

At least 29 OAS Officers are waiting for promotion to IAS Cadre this year, said sources.
