State Empowers DIC GMs

Bhubaneswar: Moving a step towards ease of doing business, the State Government has declared General Managers of District Industries Centres (DICs) as certificate officers to deal with cases filed under the Orissa Public Demands Recovery Act, 1962 and related to the PMFME scheme.

The Revenue and Disaster Management Department has informed all District Collectors about the decision of the Government.  

Earlier, the Government during the year 2003 had directed for delegation of power of certificate officers to the GM of District Industries Centres for speedy disposal of Pradhan Mantri Rozgar Yojana (PMRY) related OPDR cases subject to certain conditions.

Similarly, Government decision regarding declaration of GM, DICs as Certificate Officers for Prime Minister’s Employment Generation Programme (PMEGP) cases in July, 2012.

Recently, the Principal Secretary, Micro, Small & Medium Enterprise Department had requested the Revenue Department to appoint GM, DICs as Certificate Officers to deal with OPDR cases relating to Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme.

Considering the request, the Revenue Department has been pleased to instruct the Collectors to appoint, with prior sanction of the Revenue Divisional Commissioner, the GM, DICs in their respective jurisdictions under the OPDR Act, 1962 to perform the functions of the certificate officer in respect of PMFME Scheme related OPDR.

The Department has set certain conditions for this. Before investing the powers to deal with OPDR cases, the officers may suitably be trained in the Gopabandhu Academy of Administration, Bhubaneswar to make themselves acquainted with disposal of cases in general and certificate cases in particular.

The Collectors were asked to direct that the GM, DICs, appointed as certificate officers and receive requisition and dispose of certificate cases relating to PMFME loans also in addition to PMRY & PMEGP loans.

The officers so appointed as certificate officers will remain under the control of the Collector of the district as regards to institution and disposal of certificate cases. The Collectors will be the appellate authority against the orders passed by these certificate officers.

Further, in order to avoid delay caused due to appointment of certificate officers by name, the Collectors were advised to appoint, with prior sanction of the Revenue Divisional Commissioner, the GM, DICs by designation as Certificate Officers under the OPDR Act to deal with PMRY, PMEGP and PMFME related Certificate cases.
