Bhubaneswar: The newly elected BJP Government, in its maiden Budget, has named several new schemes while modifying the existing popular schemes.
During his Budget Speech, Chief Minister Mohan Charan Majhi, who also holds the Finance portfolio, announced new schemes like Mukhya Mantri Swasthya Seva Mission, Surendra Sai Divya Drushti Yojana, Godabarisha Mishra Adarsha Prathamika Vidyalaya, Panchasakha Sikhya Setu Abhiyan, Madho Singh Haath Kharcha, Odia Uttam Chhatrabruti, Godabarisha Vidyarthi Protsahana Yojana, Khela Ratna Khoja Abhiyaan, Antyodaya Gruha Yojana, Odisha Akshaya Shakti Bikas Yojana.
While some are new schemes, the others have been upgraded and modified existing schemes, sources said.
With an objective to provide comprehensive universal free of cost eye care to all, a new scheme, “Surendra Sai Divya Drushti Yojana” is launched. Under the scheme eye screening of different age groups will be conducted to provide appropriate interventions like surgeries in case of cataract, glaucoma, corneal disorders and free distribution of spectacles. An allocation of Rs.45 crore is proposed under the scheme in the Budget.
An amount of Rs 10,000 crore is proposed in the Budget for implementation of new Subhadra Yojana as part of BJP’s poll promise, Majhi said.
“We will create 25 lakh Lakhpati Didis in Odisha by 2027 by establishing industrial clusters for SHGs, providing facility management for product marketing and promotion,” the CM said. An amount of Rs.1,162 crore has been proposed in the Budget for this.
The government is prioritizing the elimination of child labour, aiming to achieve a Child Labour Free Odisha. During the year 2024-25, 1,500 Gram Panchayats will be awarded as Adarsha Shishu Samruddha Grama, he said.
“As part of our commitment, the monthly pension of senior citizens aged over 80 and persons with 80% or more disability would be increased to Rs 3,500 under both the Madhu Babu Pension Yojana (MBPY) and the National Social Assistance Programme (NSAP) in the first phase,” the CM announced. He proposed an allocation of Rs.7,600 crore towards social security pension.
For infrastructure development under Health Sector, an amount of Rs.2,462 crore has been proposed in the budget under the scheme Mukhya Mantri Swasthya Seva Mission, which includes Rs.1,000 crore for SCB Redevelopment Programme and Rs.30 crore for construction of new warehouse for storage of drugs by OSMCL.
“Quality primary education can build the students for next level learning. I propose to launch a new scheme “Godabarisha Mishra Adarsha Prathamika Vidyalaya” to provide quality teaching at primary level for children in rural and semi urban areas. I propose an allocation of Rs.50 crore for 2024-25 for the new initiative,” Majhi said.
Similarly, an allocation of Rs.409 crore is proposed under Gangadhar Meher Sikhya Manaka Brudhi Yojana to provide uniform, bicycle etc for enhancing enrolment into schools.
To address school dropout of tribal students, the state government has decided to implement a new scheme as per BJP’s poll promise “Madho Singh Haath Kharcha” wherein every ST students having passed out 8th/ 10th grade class and taking admission in 9th/ 11th grade will be provided with Rs 5000 annually as an incentive amount. This scheme is expected to benefit about 3 lakhs ST students during this year.
Laptops will be distributed to meritorious students under the scheme “Godabarisha Vidyarthi Protsahana Yojana” for which an allocation of Rs 54 crore is allocated.
A new scheme, “Antyodaya Gruha Yojana,” has been formulated to assist low-income households in kutcha houses not covered by PMAY (G) and other housing schemes, Majhi said.
A budget of Rs.105 crore is proposed for this scheme. The government will also conduct a detailed survey to identify and provide houses to all eligible left-out beneficiaries under PMAY(G) in a phased manner, he informed the House.
The budget provision for the Transport Department is increased from Rs.1,288 crore in 2023-24 to Rs.3,742 crore in 2024-25 for strengthening and upscaling of multi-modal transport infrastructure, improvement in road safety, affordable transportation, and economic movement of goods / commodities.
The Chief Minister has proposed a budget outlay of Rs.1,085 crore under the scheme “Gramanchal Paribahan Yojana.
In order to give a major fillip to the transformation of Rural Odisha, we have launched a new scheme namely “Vikasit Gaon Vikasit Odisha.”
The objective of the scheme is to provide urban amenities in rural areas. A sum of Rs.1,000 crore has been provided in the current year’s Budget for the new scheme, he informed
“We will build 500 RCC bridges across the State under Setu Bandhan Yojana in 5 years. For this purpose, Rs.1,990 crore budget provision has been proposed in 2024-25 to take up 100 new bridges and complete 350 ongoing bridges,” the CM added.
