Bhubaneswar: Former Urban Development Minister and BJP Veteran K V Singh Deo has alleged that the Biju Janata Dal (BJD) government only makes promises to the people when elections are held and later the promise is to be forgotten.
Shri Singh Deo was reacting to the announcement of the new NACs by the state government today.
He said that to announce to create a new NAC, the proposal has to be passed by the Cabinet and the Cabinet proposal has to be approved in the State Assembly.
After it is approved by the Governor, a new NAC or a new Municipality can be formed. Now the State Assembly will not sit before the elections. No proposal has been passed in the Cabinet regarding the 34 new NACs announced by the State Government today.
Therefore, it is very surprising how the State Government has suddenly made this announcement in the middle of the night without cabinet approval, without the approval of the Assembly, without the approval of the Governor, said Shri Singh Deo.
Shri Singh Deo said that according to the Odisha Municipal Act 1950 and the Odisha Municipal Corporation Act 2003, there is a provision to conduct a hearing in the area before declaring any new NAC in Odisha. But the State Government has neither held public hearings at any place nor taken the opinion of any elected public representatives.
The BJP will always support the creation of new rural areas for the convenience of the people. But if the government wants to take the people for a ride only by making announcements before the elections, then it will not be tolerated. The announcement of a new NAC in violation of Article 12 and Article 243(w) of the Constitution, he noted
The BJD government lags behind in administrative reforms in the country. In Odisha, the State Government has deprived 114 Municipal bodies, including the BMC, of the powers given to the municipal bodies in the 74th Constitutional Amendment in 1992.
