Bhubaneswar: Tax Revenue worth Rs 23, 307.93 crore from various business firms pending against different organizations by the end of March 2024, official sources said.

According to official data, out of total arrear revenue of Rs 23,307.93 crore, Rs 6,919 crore is stalled due to pending cases in different courts.

Commercial Tax worth Rs 4,241.2 crore, Motor Vehicle Tax of Rs17.33 crore, Mining Revenue of Rs 1859.14 crore and Rs 801.33 crore electricity dues is locked up in courts by the end of the financial year 2023-24.    

In total, Own Tax Revenue of Rs 12,256.90 crore and Non-Tax Revenue of Rs 11,051.03 crore has not been realized till last March end.

Out of the pending Own-Tax Revenue, highest Rs 10,302.64 crore due to Commercial Taxes, Rs 1210.15 crore is electricity duty, MV Tax—Rs 400.86 crore, Excise Duty—Rs 32.96 crore and Land Revenue—Rs 310.29 crore.

Similarly, Rs 1888.70 crore Mining Revenue, Rs 9140.67 crore Water Tax (industries) and Rs 21.67 crore Water Tax (irrigation) are pending against different firms and individuals.    

During the last four financial years, the State has collected over Rs 50,175 crore pending revenue. The State had collected Rs 10731.44 crore revenue during the financial year 2020-21, which increased to Rs 21898.56 crore during FY 2021-22.

Similarly, Rs 16130.84 crore revenue was collected in the financial year 2022-23 and another Rs 1414.33 crore during the last financial year.

The pending revenue amount was Rs 22,535.90 crore by the end of fiscal 2020-21, which went up to Rs 23,938.51 crore in the year 2021-22.

A total of Rs 22,262.92 crore revenue dues were pending by the end of financial year 2022-23 and it again rose to Rs 23307.93 crore by March 2024.  

To realize the arrear revenue, the State Government has initiated steps like one time settlement (OTS) outside the court through mutual discussion and formation of State Dispute Resolution Committee for collection of dues from state and central PSUs through mutual discussion.

The Chief Secretary is holding a revenue collection review meeting in regular intervals and giving suggestions to concerned departments, the officials informed.

For collection of commercial taxes pending in Orissa High Court and Supreme Court, the government has been taking steps for speedy disposal of the cases by submitting affidavits on time, they said.
