Union Government has made it mandatory for all Non Government Organizations (NGO)s and Civil Society Organizations (CSO) that the organization will not receive any Grant In Aid unless they register themselves in NGO Darpan Portal developed by NITI Aayog.
And the State Government will have to process applications of NGOs online.
Prime Minister Office (PMO) is monitoring the issue and has asked to complete the process in a months’ time, said an official.
NITI Aayog, which has developed NGO Darpan Portal to capture all details of NGOs and CSOs functioning in the Country within a month’s time.
Till date 98275 NGOs and CSOs have already registered themselves with NGO Darpan Portal.
This Portal captures all details including Aadhar, PAN and Registration Certificate of the Organization.
NITI Aayog has done it in order to bring transparency and accountability in Grant In Aid System, officials say.
Accordingly the State Government has been requested to go on board with NGO Darpan Portal and link itself with the National Portal, officials say.
In fact the Government of India has made it mandatory to all Central Government Ministries and Departments to verify NGO and CSO credentials online using the web services of NGO Darpan Portal and not to release any Grant In Aid to any NGO and CSO, which are not registered in NGO Darpan Portal.
In the meantime NITI Aayog has also requested the State Government to be onboard with NGO Darpan Portal using web services for verification of credentials of NGOs online to prevent duplication and embezzlements of Grants and Funds provided by the State Government.
State Government has been urged to have its link with NGO Darpan Portal of NITI Aayog to ensure transparency and accountability of Grant In Aid System.
NITI Aayog has also requested the State Government to develop Grant In Aid Portal and link it to NGO Darpan so that the State Government will know the factual position about Grants availed by NGO and CSO Concerned, before releasing any Grant In Aid, official sources said.
With such linkage the State Government will be able to monitor the NGO availing Grants from various sources and duplication will be avoided and it will be able to ensure transparency in the system.
NITI Aayog CEO Amitabh Kant has been continuously monitoring the web system for NGOs and CSOs.
Once the State Government maintains its’ link with NGO Darpan Portal, then it will be able to monitor details of the Grants availed by NGO concerned, said sources.
NITI Aayog has also asked the State Government to verify and ensure whether NGO has spent money for the purpose for which grant was given.
GIS and other technologies are needed to be utilized for the purpose to ensure that grant should not be taken from more than one source for the same work.
