With an objective to ensure fast and timely delivery of services, Ministry of External Affairs (MEA) has decided to allow State Government for attestation of documents required by Indian Nationals to present to Foreign Governments.
Indian Nationals seeking Education, Jobs and Residency in foreign Countries are required to submit various documents to Foreign Governments through their Embassies in India here as well as in the Host Countries.
These documents are accepted by Foreign Governments and Embassies only after the same have been attested by the Ministry of External Affairs.
And an important pre-requisite for provision of attestation by MEA is pre-authentication of documents by the Designated Authorities of the respective State Governments.
Take for example, Police Verification Report of a student desired to move to study in Foreign Countries will have to be pre-authenticated by a senior officer in Department of Home.
Similarly a Graduation Certificate of any University will have to be pre-authenticated by a senior officer of the Department of Higher Education.
MEA has received grievances from many applicants from various States and Union Territories that getting documents attested by the respective State and UT authorities are time consuming and cumbersome.
These applicants also have to travel to Delhi or other Cities, where Foreign Embassies are located and they are required to have all the documents simultaneously before making an application.
They face hassle in doing so and lot of time and cost is consumed for getting attestation and applicants find the entire process is highly uneconomical and time consuming.
Prime Minister Narendra Modi is harping on smooth sailing for the citizens and accordingly Government of India has put in place a number of initiatives, which aims at ‘Ease of Living’ and ‘Minimum Government and Maximum Governance’.
Under this backdrop, MEA has requested the State Government to designate the Resident Commissioner in New Delhi as Nodal Officer for authentication of documents both personal and educational, so that the applicant will not have to run to State Capital and National Capital for authentication before presenting to the authorities.
By notifying a Nodal Officer at New Delhi, it will curtail lot of time consuming process and cost for the applicants.
MEA desires to make this process smooth, timely, foolproof and public friendly so that attestation can be made easier and less time consuming.
State Government has been requested to take a decision in this regard and notify Resident Commissioner based at New Delhi as Nodal Officer for authentication and accordingly MEA is to be informed, so that applicants will have ease in getting authentication, said an official.
