Only ACSO Responsible?

Can an Assistant Civil Supplies Officer (ACSO) will be able to provide protection to a Rice Mill Owner, who duped the State Government worth Rs.8 Crores!

This question is now being raised after the ACSO of Jharsuguda has been suspended today in connection with submission of forged bank guarantee documents by a rice miller of the district.
CSO has not been taken to task, which is being discussed in the official circle.
As per reports, the officer, B Sandeep Guru has been suspended on charges of dereliction of duty which helped a miller in the district to dupe the government of Rs 8 crore with help of fake bank guarantee documents.
“Guru has been suspended for dereliction of duty. We had earlier urged the government to suspend him after misappropriation of funds by a rice mill came to fore,” said Jharsuguda District Collector, Bibhuti Bhusan Patnaik.

Earlier, an Account Supervisor of the Odisha State Civil Supplies Corporation, Jharsuguda was also suspended for not verifying the documents properly, Mr.Patnaik said.

While the District Civil Supplies officer (CSO) has not been taken to task over such a scam, ACSO has been suspended, which raises eyebrows in the District.
CSO, being the key officer of the Civil Supply System in the District has the full responsibility to supervise the rice procurement and ensure smooth running of the process.
While the rice miller duped the State Government to the tune of Rs.8 Crore, what was the role of CSO to protect the interest of the State Government?
So will the State Government enquire into the entire episode and take the erring officials into task, pointed out a senior Advocate.
