Balangir Paints Dirty Picture

While Deogarh district tops the List of Swachh Bharat Mission (Gramin) SBM(G)in Odisha , Balangir district is at the lowest ebb in the State, so far ranking on performance is concerned.

Parameswaran Iyer, Secretary Ministry of Drinking Water and Sanitation (MoDWS) has informed the State Government in this regard.

In order to promote SBM-G  the Union Government is also launching District Swachhata Darpan, an initiative to rank all the districts in India based on key parameters of Performance, Sustainability and Transparency.

Deogarh is First, Balasore is Second and Jagatsinghpur is Third in the List of SMB-G.

Most literate districts like Puri and Khurda have been listed at 16th and 18th districts of Odisha on SBM-G. and district like Cuttack has got 29th position out of 30 district.
In National ranking, Deogarh stands at 170th position, while Balangir stands at 660th level.

Mr.Iyer has said that in order to encourage districts to improve Swach Bharat Mission (Gramin) (SBM-G) progress in their districts, MoDWS has done the ranking of all districts in the country.

Each district is ranked on quarterly basis and as on 4 August, 2017, Deogarh stands First, while Balangir is the lowest in the ladder, so far SMB-G is concerned.

Indicator focuses on Individual House Hold Latrine (IHHL) Coverage and Open Defecation Free (ODF) Status, which is the Hallmark of Performance, is considered as a major parameter for ranking. Similarly is the conversion of dysfunctional toilets and insanitary toilets in the districts.

Mr.Iyer said sustainability of the program depends significantly on behavior change, fund utilization and number of Swachhagrahis on the ground is being measured under this indicator.

Transparency adopted in SBM-G is also considered as criteria for ranking, said he.

Aadhar Mapping is also considered for the purpose, said Mr.Iyer.

Under SBM-G all the 679 districts will be covered and NIC has developed a separate module on SMB-G, which displays the Report Card of all the districts on web.

As further ranking will be finalized after two months, so the districts are to take advantage to enhance their progress on key parameters on the Management Information System (MIS) said Mr.Iyer.
