Empowerment Of Medical Cadre

The Odisha Medical Service (OMS) cadre has been restructured in the State after approval by Chief Minister Naveen Patnaik. 

 
Accordingly Secretary Department of Health & Family Welfare Dr.Pramod Kumar Meherda asked the officials to brought out the Government notification.
 
With clear cut orders from the Chief Minister, the DoH&FW has restructured the Cadre, which was needed much since long looking at the requirement of the State.
 
The total sanctioned strength of the OMS cadre has been increased from 5,389 to 6,719. The number of posts of Special Secretary (Super Time Pay Scale Grade) has been increased from one two while Director (Senior Administrative Grade) has gone up from five to 12.
 
The total number of Doctors in the Pay Band-4 has increased from 35 to 434 while every Community Health Centre will have four Specialists, O&G, Medicine, Pediatric and Surgery.
 
The Government has also created regular cadre for specialists and General duty Medical  Officer of Special  Newborn  Care Unit (SNCU),  High   Dependency  Units   (HOU),   Pediatric  Intensive   Care   Unit  (PICU), Intensive  Care  Unit  (ICU),  Anti-Retroviral  Therapy  (ART)  centres,  Urban  Primary Health   Centres   (UPHC) &  Urban   Community  Health   Centres   (UCHC).
 
Each  post  in  Group  A  (SB)  grade, Junior Administrative  grade  (JD)  and  selection grade  (AD-II) has  been  earmarked as clinical  or public health depending  upon  the function  of that post. As many as 578 posts have been earmarked as Public Health Posts.
 
Chief District Medical and Public Health Officer will be the head of the Health Administration of the district. At the block level there will be a Block Public Health Officer (Group A SB), who will be responsible for all public health activities.
 
Similarly, at the CHC level there will be a post of Group A (SB), designated as Superintendent CHC, who will be responsible for clinical activities of CHC.
