With the State Government not sending Indian Administrative Service (IAS) on Central Deputation, Government of India has urged Odisha to correct the anomally.

While at least 52 IAS Officers of Odisha Cadre are needed to be in Central Deputation, now only 22 IAS Officers are serving there.

And this shortsighted approach of the State Government will cost heavily in future, said a senior officer.

On an average the State Government is sending hardly Two IAS Officers on Central Deputation as during last three years only Six IAS Officers have been allowed deputation by Odisha, resulting very poor utilization of CDR, revealed a senior officer.

Sources in the Ministry of Personnel, Public Grievance and Pensions reveal that Department of Personnel and Training (DoPT) has taken the matter seriously as years after years Odisha Government is not sending adequate number of IAS Officers on Central Deputation.

Union Secretary of the Ministry of Personnel, Public Grievance and Pensions, C Chandramouli has recently reviewed the Central Deputation Reserve (CDR) for the IAS Officers of different states.

Review on CDR of Odisha Cadre of IAS revealed a very poor show and this has been taken seriously and the Union Government will be compelled to curtail future posts of IAS Officers being allocated every year taking consideration to the low CDR Utilization Ratio.

Senior officer said if the State Government does not correct its stand and send requisite number of officers on deputation to the Centre, allocation of number of IAS Officers will go down as the union Government may be compelled to amend Rule
9 of the IAS (Recruitment) Rules, 1954 and the Schedule to the IAS (Fixation of Cadre Strength) Regulations, 1955 reflect to the actual CDR Utilization of the State while computing future posts (Direct Recruitment and promotion Posts).

This step of the Government of India will come as a big blow for the State, admit senior IAS Officers.

While only Apex Level there is requisite number of IAS Officers serving in Union Government all other Levels has fallen short due to the decision of the State Government not to utilize CDR properly.

So the Union Government has asked the State Government to correct the anomaly in CDR Utilization immediately by deputing adequate number of IAS Officers to the Centre.

The State has now much larger pool of IAS Officers available in the Senior Level and they are also available for Central Deputation.

While the decision of the State Government for not sending adequate number of IAS Officers to the Union Government has resulted in low participation in Policy Making Process of the Union Government by Odisha Cadre IAS Officers.

Similarly many IAS Officers are not able to receive the kind of National and International exposure and experience of Policy Making in Government of India.

So in the interest of the State and IAS Cadre Management, the State Government has been advised to correct the process and send adequate number of IAS Officers on deputation to the Centre as soon as possible, said sources.
