Police Mulls Fair Poll


DGP Rajendra Prasad Sharma on Thursday emphasized on the free, fair, transparent and impartial election in the State, enforcement of model code of conduct, guidelines for the Police arrangement and security arrangements including the visit of VIPs and VVIPs.

Dr.Sharma called upon the Heads of all Police Districts in the State to make adequate preparation well ahead of time and leave no stones unturned for an incident free election.
All the Senior Police Officers of State Police Hdqrs including Director Intelligence, Sunil Roy,  ADGP Crime, Santosh Upadhyaya, Director SCRB, Sudhanshu Sarangi, ADGP (L&O),Sanjeeb Panda,  ADGP (Operation), R P Koche, ADGP (Mod), IGP (Personnel), Padmakar Ranpise, IGP (Crime), Arun Bothra and IGP (Hdqrs) Asheet Panigrahi were present in the meeting.
DGP said, during a review of the poll preparedness with CP, Range IGP, DIGP, DCPs and SPs at State Police Hdqrs, Cuttack through video conferencing, that though a tough job, Odisha Police will perform this herculean task with the support of its team of efficient, effective and experienced officers.
A threadbare discussion was held with the SPs on various election related issues such as Preparation of District Deployment plan of police personnel as per guide lines, implementation of model code of conduct as per ECI notification, progress of enforcement drive as fixed in the last Video-Conference on January 28 and confidence building measures.
Dr.Sharma asked the SPs to be vigilant and pro-active, to conduct election in a non-violent and incident free manner, adequate sensitization of sub-ordinate staff, vigilant and extra careful for social media, preparation of District Requirement plan and budgetary plan, deployment of man power as per ECI scale.
He also asked for  preparation of vehicle requirement plan, thorough knowledge on model code of conduct, permission to be given to political parties on first cum first basis for holding public meetings etc, complete ban on transfer and posting, forming mobile parties, flying Squads and Static Surveillance team and keeping those in readiness well ahead of time, round the clock Control Room functioning and augmentation of enforcement effort among other things.
Notably, Odisha will go to poll on 11th, 18th, 23rd and 29th of April 2019.
In the last Video Conference held on 28 January, DGP had fixed some specific targets for District SPs for execution before the election.
The targets included bounding down of persons U/S 110 CrPc, seizure of illegal fire arms, seizure of illicit liquor and execution of NBWs.
Today DGP reviewed the progress of achievement of the targets District wise and appreciated the effort of some SPs who achieved more than 70 Percent of the target.
He also asked other SPs to work sincerely and try to achieve the targets before the commencement of election and told the SPs to fix the cut-off date from February 18, 2019 onwards.
