NGOs On State Scanner

Odisha Government has decided to verify the performance of Non-Government Organizations (NGOs) located in different places of the state.


“We will review the performance of the NGOs functioning in the State and stern action will be taken against the non-performing organizations,” Odisha’s Women and Child Development Minister Prafulla Samal said.

Mr.Samal also said that the State Government will look into the grounds on which the NGOs were blacklisted.

The Minister’s reaction came following the Centre found Odisha NGOs on top of non-performing NGOs in the country.

Of the 924 NGOs identified by the Union Women and Child Development Ministry as ‘bad’ non-governmental organizations (NGOs) recently, Odisha has been placed at the top with as many as 289 such NGOs.

Though the Ministry report did not mention of the criteria on which the NGOs were listed, it is believed that the list was prepared only after reviewing the performance of the organizations getting foreign aid.

Several NGOs in districts like Dhenkanal, Nayagarh and Koraput were among others allegedly functioning only on the pen and paper only.

Out of the listed 289 OdishaNGOs, several have been blacklisted and foreign aid of others has been stopped.

The WCD Ministry lists several criteria for classifying non-performers, such as blacklisting by any ministry or autonomous body such as NABARD, National Commission for Women (NCW), Rashtriya Mahila Kosh and Central Social Welfare Board.
 
“Sometimes these NGOs take funds for certain activities and do not perform. Even if they do the work, they do not intimate the sponsor regularly and in the correct manner,” it is alleged.
 
NGOs that do not have Darpan Portal Registration Number, a facility offered by the NITI Aayog and National Informatics Centre for government to list authentic bodies, or FCRA registration number are also in the non-performing category.
 
Some NGOs have been designated “blacklisted” while others are said to be “in the process of being blacklisted”.
