Curb On Distress Migration

In another step towards preventing distress migration, State Government has worked out an integrated action plan to step up the activities of the pilot project in 30 Gram Panchayats (GPs) of three Blocks in two districts.

Principal Secretary Labour and ESI Anu Garg pointed out that around 8433 households in two Blocks in Bolangir district and 719 HHs in Nuapada Block of Nuapada district have been identified as migration prone.
Considering the proposal of the Department of Labour and ESI, Development Commissioner R Balakrishnan directed to step up the activities with focused and integrated interventions in 30 GPs of Bolangir and Nuapada districts for curtailing the distress migration during the coming session.
Mr.Balakrishnan also directed the concerned departments to fill up the vacant posts and instruct the field level officers to act proactively in convergence with other departments.
The Collectors of these two districts were also directed take the lead in the matter and review the field level activities in regular intervals. 
Three Blocks mainly Belpara and Khaparakhol in Bolangir district and Nuapada in Nuapada district were identified for pilot intervention with integrated action plan, said Sachin Ramchand Jadav, Labour Commissioner. 

Mr.Jadav briefed the meeting that details of family members, landholding, livelihood options etc of these households have also been surveyed in collaboration with Tata Trust as per previous MoU signed with them by the State Government. 
The Government has also worked out a three pronged integrated action plan which includes measures for prevention, regulation and redressal.
Mr.Balakrishnan directed the Panchyatiraj Department to involve all the Sarpanches, Ward Members and other PRI members as the stakeholders in the implementation of the action plan. 
The State Government has also decided to work out an appropriate MIS format for regular flow of information regarding actual situation and effectiveness of interventions.
 As the past data shows, the migration in these areas starts during the month of September.
Considering this the Development Commissioner Mr.Balakrishnan directed officials to start the IEC activities well in advance from the month of July. Various departments were also directed to rollout the activities in advance keeping direct touch with the people. 
Agriculture and Farmers’ Empowerment Department will take up the activities like agro forestry, poultry, horticulture, micri-irrigation, millet mission, pump set and sprinklers etc in these areas for promoting livelihood options.
Water Resources Department will intensify the activities of lift irrigation and the Panchayati Raj Department will scale ip the projects under MGNREGS for creation of employment opportunities and DDUGKY for skilling the people.
 Cooperation Department will extend loan facilities for agricultural and horticultural activities during the migration seasons. 
The State Government has also decided that Skill Development and Technical Education Department will take up a special drive for mobilizing more youths from the targeted GPs for ITI enrolment, skill development and skill up gradation projects.
 It has also been decided to start an employment based skill development center in collaboration with industry training partners.
